Candidate votes are calculated every 21 blocks based on the amount of NEO in wallets that voted for that candidate during the period; the election takes effect only when more than 20% of NEO participates in voting. Once effective, the 21 candidates with the most votes become committee members, and the top 7 among them also serve as consensus nodes. The committee can maintain the on-chain environment and adjust certain mainnet parameters; consensus nodes propose and produce blocks. Therefore, voting is not merely a general expression of preference, but also affects the entities that actually undertake parameter governance and block-production responsibilities.
