COOK is the protocol token designed in the Cook Protocol whitepaper, with core uses in protocol-level governance and certain protocol interactions; it is not a certificate representing a share of a fund. Governance rights apply to rules affecting the entire protocol, such as platform fees, the DeFi protocols that may be integrated, and the use of the community treasury. Therefore, holding COOK and holding an ownership interest in the assets of a particular fund are two different things: the former corresponds to protocol-level governance and functions described in the design, while the latter is represented by the ckToken issued by that fund. The whitepaper describes the original 2021 plan, and it should not alone be used to infer that all of these functions are currently live or that their parameters remain valid.

Cook Protocol's original goal was to place fundraising, strategy execution, and share recording in asset management into a verifiable on-chain framework. Fund managers establish funds and set investment strategies; after investors contribute assets to a fund, they receive the corresponding ckToken, which represents that investor's share in the fund. This structure separates the protocol token from fund shares: managers need not fully disclose strategy details, while investors can still observe asset conditions based on the on-chain fund allocation; a fund's performance and asset changes affect the value of the shares represented by its ckToken, rather than being equivalent to the value of, or rights attached to, COOK itself.

Under the whitepaper's protocol-level governance design, COOK holders can make suggestions and vote on matters affecting the entire protocol, including platform-fee parameters, the range of DeFi protocols that funds may use, and incentives and funding arrangements for the community treasury. Such decisions change the protocol's public rules rather than directly making trading decisions for a particular fund. Fund-level decisions and protocol-level decisions should be distinguished: the protocol level determines the rules and integration scope within which funds may operate; the asset allocation and strategy execution of a specific fund fall within the scope of that fund and its management mechanisms. The whitepaper does not establish that current voting thresholds, execution processes, or votable matters remain the same as the original design.

The whitepaper envisages two uses of COOK related to protocol use: investors may need to prepay COOK when participating in certain funds, and fund managers need to stake a certain amount of COOK when creating a fund. The former links certain participation behavior to token payment, while the latter links eligibility to create a fund to token locking. This does not mean every fund necessarily requires COOK, nor does it mean staking automatically generates investment returns. The specific amount to prepay or stake, whether it is returned, whether it has been implemented, and the treatment of default must be determined by the actually deployed product and rules at that time; the whitepaper only describes the direction of the original mechanism.

The whitepaper's initial supply plan was 10 billion COOK. Of this, 60% was allocated to the community treasury and planned to vest over six years; the remaining tokens were allocated to categories including community incentives, early community investors, partners, the team, and advisors. The allocation proportions describe the original division of intended uses and do not mean that these tokens enter the market at the same time. When understanding supply, “allocation” must also be distinguished from “circulating”: designating tokens to a category does not mean they have all been unlocked or can be freely transferred. Vesting arrangements determine the pace at which additional usable tokens may become available at each stage by spreading releases over time; the actual circulating supply must still be confirmed separately from current contracts and unlock execution.

A ckToken is the share token of an individual Cook fund, representing the holder's corresponding share of that fund's assets; the fund's assets and strategy results are primarily reflected through this share relationship. Different funds can have different ckTokens, so it is not a protocol-wide governance token. COOK, by contrast, exists at the protocol level and is described in the whitepaper for functions including governance, certain participation prepayments, and staking for fund creation. In short, buying or holding a ckToken is a route to obtaining exposure to a specific fund; holding COOK does not automatically grant an asset share in any particular fund, and the reverse is also true.

The whitepaper proposes launching ongoing annualized inflation of 2% after the six-year vesting period ends. If this design were implemented as written, the amount of new issuance in a given year would be calculated at an annualized rate of 2% based on the applicable supply base at that time, rather than distributing all future tokens at once in addition to the initial 10 billion COOK. This mechanism and the initial unlock are two stages: during the six years, the focus is vesting and release from the original allocation; only afterward is the planned ongoing issuance intended to begin. Ongoing inflation may increase the number of tokens, but the recipients of newly issued tokens, the actual implementation method, and the impact on the current supply cannot be determined from the whitepaper's original plan alone.

Fund management fees and protocol fees are not at the same level. The whitepaper describes fund managers as being able to charge management fees through fund mechanisms, while protocol-level governance may discuss public parameters such as platform fees; the former corresponds to management services for a specific fund, while the latter corresponds to protocol rules. For investors, whether fees arise, which asset pays them, and how they affect fund net asset value depend on the terms and actual deployment of the specific fund. Holding COOK must not be used to infer entitlement to the management-fee or platform-fee income of any fund.

Under the original plan, the community treasury was intended to receive COOK reserved for the community, with protocol governance determining uses such as incentives and grants. Its significance was to place the use of part of the token resources under collective decision-making at the protocol level, rather than automatically allocating them to individual holders in advance. Tokens allocated to the treasury do not mean an immediate market supply, nor do they mean holders may claim them proportionately. Specific funding conditions, governance procedures, treasury balances, and incentives actually distributed must all be assessed based on current verifiable on-chain or governance materials.

The whitepaper divides the security design into areas including fund governance permissions, code security, and insurance. Its basic logic is that the actions of managers or participants are constrained by fund and protocol rules, smart-contract code requires security protections, and risk transfer may rely on insurance arrangements. These directions do not constitute a guarantee of asset security, returns, or insurance payouts. Whether insurance exists, which events it covers, the coverage amount and claim conditions, and whether current contracts still use the design described in the whitepaper must all be determined from actual product terms and on-chain deployments.
