If staking is not completed before the cycle begins, or the tokens are not kept locked under that cycle's conditions, the holding itself cannot be treated as valid voting eligibility for that round. Once the conditions are met, voting power is still calculated as one vote per staked BEAMX.

Therefore, supply should be understood by retaining both the baseline fixed-allocation arrangement and this exception, rather than omitting either one. A fixed issuance allocation describes the original issuance boundary; it does not equal the amount circulating, tradable, or unlocked at a particular time. Circulation also depends on allocations and specific release arrangements, so 100 million tokens alone cannot directly represent market supply.
