The next goal should be to achieve a rapid withdrawal time (less than 1 hour) through an effectiveness (also known as zk-SNARKs) system. This is more important than the second stage. If the native withdrawal time can be shortened to under 1 hour in the short term and to 12 seconds in the medium term, it will further solidify Ethereum Layer-1 as the default platform for asset issuance and the economic center of the Ethereum ecosystem.
