The acceptance of ETFs in the US in 2024 and the increasing institutional purchases in 2025 have started to boost global interest in Bitcoin. While cryptocurrencies are gaining significant attention, especially in Asian countries, a bill has also been presented in the Philippines, one of the major economies in the South Asia zone, regarding the establishment of Bitcoin reserves.
20 years will not be sold
The bill number 421, presented by Congress member Miguel Luis Villafuerte, foresees that the country's central bank will purchase 2,000 BTC each year for 5 years. However, the issue is not just limited to purchases over 5 years. According to the bill, the acquired Bitcoins cannot be sold for 20 years, except for the purpose of repaying the country's debt. After 20 years, it will also not be possible to sell all of the BTCs. Sales will only be allowed in maximum 10% increments over 2-year periods.
As is known, El Salvador, Bhutan, and -even though it does not make purchases- the USA are among those that accept Bitcoin as a reserve. Despite the ban on cryptocurrencies in China, the state holds nearly 200,000 Bitcoins obtained from illegal sources.
It will not be a short process
It is unclear when the bill proposed in the Philippines will be put to a vote in Congress, and it is subject to a long process... Initially, the bill is expected to be discussed in the Finance Committee, where it needs to be approved before going to the House and Senate. If approved by these two bodies, a joint draft text will be prepared, and the General Assembly voting process will begin. Therefore, even if the process goes positively, it will not be short.
