Pakistan accuses Afghanistan of providing a safe haven to militants who carry out deadly attacks inside Pakistan, especially the Pakistani Taliban, known as Tehrik-e-Taliban Pakistan or TTP. The group is separate from but allied with the Afghan Taliban, which took over Afghanistan in 2021 following the chaotic withdrawal of U.S.-led troops. Kabul denies the charge.

外交部のスポークスマンである毛寧（Mao Ning）は水曜、 中国の仲介のもとで西部中国のウルムチ（Urumqi）で7日間の和平協議を行った後、すべての当事者が対話を継続することにも合意したと語った。
「3か国は、アフガニスタンとパキスタンの関係における問題について、包括的な解決策を検討することに合意し、対処が必要な中核的かつ優先度の高い論点を明確にしました」と、毛は北京での毎日のブリーフィングで述べた。
彼女はさらに、「テロリズムが関係に影響を及ぼしている核心的な問題である」ことを認めたと付け加えた。
アフガニスタンとパキスタンは、「状況をエスカレートさせたり複雑化させたりするような行動」を取らないと述べた。
協議は先週、中国の招きでウルムチで始まった。2月に両国間で始まった紛争を止めることを目的としている。
「近隣国とオープンウォー（全面戦争）に入っている」と宣言したパキスタンも、アフガニスタン国内、首都カブール（Kabul）を含む場所で、空爆を実施している。
アフガニスタン外務省は火曜、協議は建設的だったと述べた。
