近日，工业和信息化部部长李乐成，副部长辛国斌、熊继军密集会见外资企业负责人。工业和信息化部负责人表示：“中国正大力推进新型工业化，加快构建以先进制造业为骨干的现代化产业体系，巩固壮大实体经济根基，确保实现‘十五五’良好开局”“希望跨国企业继续深耕中国市场，与中国产业链上下游企业协同创新成长，实现互利共赢发展”。

Recently, Minister Li Lecheng of the Ministry of Industry and Information Technology, along with Vice Ministers Xin Guobin and Xiong Jijun, held intensive meetings with foreign enterprise leaders. The head of the Ministry stated: “China is vigorously promoting new industrialization, accelerating the development of a modern industrial system centered on advanced manufacturing, consolidating and expanding the real economy foundation, and ensuring a good start for the ‘14th Five-Year Plan’. We hope multinational companies will continue to deepen their roots in the Chinese market, collaborate with upstream and downstream enterprises in China’s industrial chain for innovative growth, and achieve mutually beneficial development.”

国家发展改革委投资研究所副所长盛磊在接受《证券日报》记者采访时表示，外资企业是推进新型工业化的重要力量，新型工业化则为外资企业持续提供良好发展机遇，二者相辅相成、互利共赢。伴随新型工业化打开新局面，外资企业将在中国市场获得更多大展拳脚的机会。

Sheng Lei, Deputy Director of the Investment Research Institute of the National Development and Reform Commission, told Securities Daily that foreign-invested enterprises are an important force in advancing new industrialization, which in turn provides continuous good development opportunities for foreign enterprises. The two complement each other and achieve mutual benefits. As new industrialization opens new prospects, foreign enterprises will have more opportunities to showcase their capabilities in the Chinese market.

“十四五”时期，从中央到地方，我国围绕新型工业化发布并实施了一系列政策举措，取得诸多积极成效。同期，与外资企业相关的务实举措也纷纷落地。

During the “14th Five-Year Plan” period, from central to local governments, China has issued and implemented a series of policies around new industrialization, achieving many positive results. At the same time, pragmatic measures related to foreign-invested enterprises have also been implemented.

2024年9月份，国家发展改革委、商务部联合发布了《外商投资准入特别管理措施（负面清单）（2024年版）》，制造业领域外资准入限制措施实现“清零”；2025年2月份，商务部、国家发展改革委发布《2025年稳外资行动方案》，释放出加大力度吸引外资的明确信号。一系列政策举措环环相扣、层层推进，为外资企业坚定在华投资信心、增资扩产保驾护航。

在2024年9月，国家发展改革委与商务部联合发布了《外商投资准入特别管理措施（负面清单）（2024年版）》，制造业外资准入限制措施实现“清零”；到2025年2月，商务部和国家发展改革委发布了《2025年稳外资行动方案》，明确释放出加大吸引外资的信号。一系列政策措施环环相扣、逐步推进，为外资企业在华投资的信心和扩大投资提供保障。

工业和信息化部2025年9月9日披露的数据显示，“十四五”期间我国制造业增加值增量预计达到8万亿元，对全球制造业增长贡献率超过30%；智能制造成效明显，我国建成了3.5万多家基础级、230多家卓越级智能工厂；全国“5G+工业互联网”建设项目超过2万个，“黑灯工厂”“无人矿山”“智慧港口”等新模式、新业态逐步壮大，成为传统产业升级的关键推动力。

Data released by the Ministry of Industry and Information Technology on September 9, 2025, shows that during the “14th Five-Year Plan,” China’s manufacturing added value is expected to increase by 8 trillion yuan, contributing over 30% to global manufacturing growth; smart manufacturing has shown significant results, with over 35,000 basic-level and more than 230 advanced-level smart factories built; nationwide “5G + Industrial Internet” projects exceed 20,000, with new models and formats such as “black-light factories,” “unmanned mines,” and “smart ports” gradually expanding, becoming key drivers for upgrading traditional industries.

中国电子商务专家服务中心副主任郭涛对《证券日报》记者表示，“十四五”时期，外资企业在技术进步、产业链完善、全球资源链接等多方面都发挥了积极作用，为新型工业化扎实推进作出贡献。在深耕中国市场的同时，外资企业还将我国新型工业化的具体成果输送到世界各地，助力中国制造业全球影响力显著提升。

Guo Tao, Deputy Director of the China E-commerce Expert Service Center, told Securities Daily that during the “14th Five-Year Plan,” foreign-invested enterprises played active roles in technological advancement, supply chain improvement, and global resource linkage, contributing solidly to the promotion of new industrialization. While deepening their presence in the Chinese market, foreign enterprises also export China’s specific achievements in new industrialization worldwide, significantly enhancing China’s manufacturing global influence.

2026年是“十五五”开局之年，我国加快推进新型工业化的基础更加牢固：创新动能持续释放，数智化应用日益普及，产业基础强大可靠，大中小企业融通发展势不可挡。这意味着，外资企业投资中国、与中国产业链上下游企业协同创新成长的基础也更加牢固。

2026 marks the beginning of the “15th Five-Year Plan,” and China’s foundation for accelerating new industrialization is even stronger: innovation momentum continues to be released, digital intelligence applications become more widespread, industrial foundations are robust and reliable, and the integration and development of large, medium, and small enterprises are unstoppable. This also means that the foundation for foreign-invested enterprises to invest in China and collaborate with upstream and downstream enterprises in China’s industrial chain for innovative growth is even more solid.

此外，我国正积极发展新质生产力，扎实推动高质量发展，集成电路、航空航天、生物医药、低空经济等新兴支柱产业方兴未艾，未来产业布局提速，为外资企业进一步融入我国工业体系打开了更多空间。

Moreover, China is actively developing new productive forces, solidly promoting high-quality development. Emerging pillar industries such as integrated circuits, aerospace, biomedicine, and low-altitude economy are thriving, accelerating future industrial layout, and opening more space for foreign-invested enterprises to further integrate into China’s industrial system.

实际上，吸引外资的新一轮工作已经启动。近日，国家发展改革委推出了新一批13个标志性重大外资项目，计划投资额134亿美元。据悉，新入选项目主要集中在制造业，包括电子制造、化工、汽车、电气机械等。

In fact, a new round of efforts to attract foreign investment has already begun. Recently, the National Development and Reform Commission launched a new batch of 13 landmark major foreign investment projects with a planned investment of $13.4 billion. It is reported that the newly selected projects mainly focus on manufacturing industries, including electronics manufacturing, chemicals, automobiles, and electrical machinery.

中央财经大学教授兰日旭对《证券日报》记者表示，引导外资企业深度参与我国新型工业化进程开局良好，后续各方应继续深化外商投资促进体制机制改革，全面落实外资企业国民待遇，优化营商环境，健全外商投资服务保障体系。各地区各部门要充分发挥标志性外资项目的示范效应，支持外资企业在华设立研发中心、地区总部，引导外资更多投向先进制造、高新技术、节能环保等领域。

Professor Lan Rixu of Central University of Finance and Economics told Securities Daily that guiding foreign-invested enterprises to deeply participate in China’s new industrialization process has started well.
