1 April 2026, the Supreme People’s Procuratorate announced that a case involving Liu Kuannren, former deputy chairman of the China Democratic League (DLC) and former deputy chairman of the Shaanxi Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC),涉嫌受贿、贪污, has been concluded by the National Supervisory Commission’s investigation, and has been transferred to procuratorial authorities for review and prosecution. The Supreme People’s Procuratorate, in accordance with law, made an arrest decision for Liu Kuannren on suspicion of受贿罪 and 贪污罪, and designated that the People’s Procuratorate of Urumqi City, Xinjiang Uygur Autonomous Region, would review and prosecute the case. Recently, the People’s Procuratorate of Urumqi City has filed a public prosecution with the Intermediate People’s Court of Urumqi City.

In the stage of reviewing for prosecution, the procuratorial authorities, in accordance with law, informed the defendant Liu Kuannren of his litigation rights, questioned the defendant, and listened to the defense counsel’s opinions. The procuratorial authorities’ prosecution alleges: Liu Kuannren, by taking advantage of convenience in his positions such as deputy director and director of the Shaanxi Provincial Department of Culture, standing committee member and deputy chairman of the Shaanxi Provincial Committee of the CPPCC, chief of the Shaanxi Provincial Committee of the DLC, and deputy chairman of the DLC Central Committee, sought benefits for others, or by taking advantage of convenience formed by his own powers or position, through the acts of other state functionaries in their duties, sought improper benefits for others, illegally accepted other people’s money and goods, with amounts especially huge; by taking advantage of convenience in his position as director of the Shaanxi Provincial Department of Culture, embezzled and defrauded public property, with amounts especially huge, and, in accordance with law, his criminal responsibility should be investigated for crimes of receiving bribes and embezzlement.

Public resume information shows that Liu Kuannren, male, Han ethnicity, born in October 1963, from Pucheng County, Shaanxi, started work in July 1987, graduated from Xi’an Conservatory of Music’s 民乐系 (traditional Chinese music) specialty in national instrumental wind instruments, has a graduate degree, a master’s degree in literature, and is a professor.

After Liu Kuannren graduated from Xi’an Conservatory of Music in 1987, he entered the Shaanxi Provincial Department of Radio, Film and Television to work. Two years later, he returned to Xi’an Conservatory of Music to pursue a master’s degree; after graduation, he stayed at the university to teach, and previously served as deputy director of the民乐系 at Xi’an Conservatory of Music (director-level,正处级). In 2000, Liu Kuannren began a political career. He was appointed deputy director of the Shaanxi Provincial Department of Culture; during that period, he was assigned to serve on a part-time basis at the former Ministry of Culture, serving as deputy director of the Department of Arts. Subsequently, while serving as deputy director of the Shaanxi Provincial Department of Culture, Liu Kuannren also began to serve as deputy chief of the Shaanxi Provincial Committee of the DLC, and as standing committee member of the Shaanxi Provincial CPPCC, among other posts.

In 2012, Liu Kuannren served as a常委 of the DLC Central Committee and director of the Shaanxi Provincial Department of Culture. In January 2018, he was elected deputy chairman of the Shaanxi Provincial CPPCC. In December 2022, during his tenure as deputy chairman of the Shaanxi Provincial CPPCC, he was appointed deputy chairman of the DLC Central Committee.

On 25 May 2025, the website of the Central Commission for Discipline Inspection and the National Supervisory Commission published a notice that Liu Kuannren was investigated while in office.

Liu Kuannren had been the first “tiger” among democratic parties to fall in 2025. Since the 18th National Congress, several officials from democratic parties had been investigated one after another, including Yu Liming, former deputy chairman of the Beijing Municipal CPPCC (常委 of the Chinese Peasants’ and Workers’ Democratic Party? actually listed as农工民主党中央常委), Li Yufeng, former executive deputy chairman of the Taiwan Democratic Self-Government League Central Committee, and Zhao Jinyun, former vice governor of Gansu Province (常委 of the China Jiusan Society Central Committee). After Liu Kuannren fell, in June 2025, Yu Wenming, former director of the National Administration of Traditional Chinese Medicine who had served as deputy chairman of the Chinese Peasants’ and Workers’ Democratic Party, was also investigated on suspicion of serious violations of duties.

In November 2025, Liu Kuannren was expelled from public office. The Central Commission for Discipline Inspection and the National Supervisory Commission announced that, after investigation, Liu Kuannren ignored the spirit of the eight provisions of the Central Committee and accepted banquets in violation of regulations; violated organizational requirements by seeking benefits for others in matters of cadres and personnel and accepting money and goods; violated integrity requirements by accepting money for gifts in violation of regulations; engaged in trading of power for money, taking advantage of convenience in his position to seek benefits for others in areas such as business operations of enterprises, contracting of projects, and promotion of positions, and illegally accepted a huge amount of money and property; and used public funds fraudulently for personal gain and possession.

The notice states that Liu Kuannren’s conduct has constituted serious violations of duties and is suspected of crimes of receiving bribes and embezzlement. Moreover, after the Party’s 18th National Congress, he failed to rein in or stop, with serious nature and bad impact, and should be handled strictly. According to relevant laws and regulations, the National Supervisory Commission will give him the punishment of expulsion from public office; confiscate his illegal gains; and transfer the issues concerning his suspected crimes to the procuratorial authorities for review and prosecution in accordance with law, with the relevant money and property being transferred together.
