Recently, the Hainan Provincial Department of Industry and Information Technology announced the selection results for the second batch (2025-2026) of fuel cell vehicles and other technology demonstration application projects in Hainan Province.

According to the announcement, the selected enterprises are Hainan Haima Automobile Co., Ltd., Hainan Remote New Energy Commercial Vehicle Co., Ltd., Rongcheng New Energy (Hainan) Hydrogen Energy Technology Co., Ltd., and Hydrogen Sea Energy (Hainan) Group Co., Ltd.

According to the notice issued on December 18, 2025, regarding the application for the second batch (2025-2026) of fuel cell vehicle and other technology demonstration application projects in Hainan Province, this batch of rewards has established two support directions: “Vehicle Promotion” and “Energy Supplement Infrastructure Guarantee.” The applying units must apply in the form of a consortium for the above two directions, with a maximum reward amount of 20 million yuan for a single project, and the total number of supported projects not exceeding 4.

Vehicle categories and requirements:

The vehicle categories include four types: fuel cell vehicles, fuel cell forklifts, methanol range extender vehicles, and intelligent connected new energy vehicles.

Fuel cell vehicles: The vehicles deployed in the project should be products listed in the “Announcement on the Production Enterprises and Products of Road Motor Vehicles” by the Ministry of Industry and Information Technology, with a fuel cell system power of not less than 80kW. At the same time, vehicle information, real-time monitoring data, etc., must be connected to the Hainan Provincial New Energy Vehicle Supervision Platform. The vehicles must be new vehicles purchased and registered in Hainan Province, used for operation, and must not have undergone a transfer before the issuance of reward funds (i.e., no vehicle transfer registration procedures have been handled). The invoice date for the motor vehicle sale and the registration date for the motor vehicle driving license must both be within the demonstration period.

Fuel cell forklifts: The fuel cell system power of the forklifts deployed in the project must not be less than 10kW, and they must be new forklifts purchased in Hainan Province. The invoice date for the sale must be within the demonstration period, and the special equipment usage registration must be handled with the local market supervision department, obtaining the “Usage Registration Certificate.”

Methanol range extender vehicles: The vehicles deployed in the project should be products listed in the “Announcement on the Production Enterprises and Products of Road Motor Vehicles” by the Ministry of Industry and Information Technology. Vehicle information, real-time monitoring data, etc., must be connected to the Hainan Provincial New Energy Vehicle Supervision Platform. The vehicles must be new vehicles purchased and registered in Hainan Province, used for operation, and must not have undergone a transfer before the issuance of reward funds (i.e., no vehicle transfer registration procedures have been handled). Intelligent connected new energy vehicles: Support is provided for the demonstration application of intelligent connected new energy heavy and medium-duty trucks in closed scenarios such as ports and mines, exploring commercially sustainable models. Vehicles must have the level 3 or above automated driving functions as specified in the “Automobile Driving Automation Classification (GB/T40429-2021)” standard, obtain the corresponding road testing permit according to the relevant management methods for intelligent vehicle road testing and demonstration applications in Hainan Province, and connect to the designated monitoring platform. The vehicles must be new vehicles purchased in Hainan Province, and the invoice date for the sale must be within the demonstration period.

Application scenarios and related demonstration requirements

Demonstration projects for fuel cell vehicles and methanol vehicles can choose to implement a single application scenario. If two or more application scenarios are chosen, the total number of vehicles deployed must meet the highest single vehicle quantity requirement in the involved scenarios. For example, a demonstration project combining heavy trucks and light to medium trucks of fuel cell vehicles must deploy a total of not less than 35 vehicles.

Encouragement is given for the joint application of demonstration projects for fuel cell forklifts, intelligent connected vehicles, and fuel cell vehicles or methanol vehicles.

The application scenarios, scale requirements, acceptance requirements, and infrastructure construction status for different categories of vehicles are shown in the table below.

Reward support methods

To expedite the establishment of demonstration application scenarios for fuel cell vehicles and methanol vehicles, rewards will be given for “Vehicle Promotion” and “Energy Supplement Infrastructure Guarantee” based on the operational status of vehicles deployed in a single demonstration application project and the infrastructure construction driven.

(1) Vehicle Promotion Reward

The total amount of vehicle promotion rewards for fuel cell vehicles and methanol range extender vehicles shall not exceed 12 million yuan; the total amount of vehicle promotion rewards for fuel cell forklifts shall not exceed 2 million yuan; the total amount of vehicle promotion rewards for intelligent connected new energy vehicles shall not exceed 5 million yuan.

The reward standards for different categories of vehicles are shown in the table below:

Note: The deployed vehicles in the project shall not enjoy other related subsidies in the “Several Measures to Encourage the Promotion and Application of New Energy Vehicles in Hainan Province from 2023 to 2025.”

(2) Energy Supplement Infrastructure Guarantee

Hydrogen station construction subsidies. For hydrogen stations newly built and put into operation during the demonstration period (including skid-mounted stations), a construction subsidy of 30% of the actual investment (excluding land costs) will be provided, with a maximum subsidy amount of no more than 3 million yuan per station. For stations that have been completed and obtained operational qualification during the demonstration period, a construction subsidy of 15% of the actual investment (excluding land costs) will be provided, with a maximum subsidy amount of no more than 1.5 million yuan per station.

Hydrogen station operation subsidies. For hydrogen stations participating in the consortium with a nozzle price not exceeding 35 yuan/kg, hydrogen station operation rewards will be given based on the hydrogen transportation distance and actual refueling amount. For stations with hydrogen transportation distances not exceeding 100 kilometers, a subsidy of 15 yuan/kg will be given; for stations with hydrogen transportation distances exceeding 100 kilometers, a reward of 25 yuan/kg will be given; for integrated hydrogen production stations, a reward of 15 yuan/kg will be given. Subsidies will be calculated based on the cumulative hydrogen amount that meets the nozzle price requirements from October 1, 2025, to the acceptance submission date.

Methanol refueling station construction subsidies. For methanol refueling stations newly built and put into operation during the demonstration period, a subsidy of 30% of the actual investment (excluding land costs) will be provided, with a maximum subsidy amount of no more than 300,000 yuan per station.
