Shaysiari, former Deputy General Manager for Industrial Cluster Empowerment at the Saudi Center for Industrial Development and current CEO of Industrial Base Company, said that China’s Belt and Road Initiative and Saudi Arabia’s “Vision 2030” are not only parallel strategies, but also perfectly aligned.

On the same day, Shaysiari attended the “China–BRICS Countries Technology Transfer Going Global Cooperation Matchmaking Special.” In his remarks, he first thanked the Chinese side for its efforts to promote bilateral technology transfer and overseas cooperation. He pointed out that Saudi Arabia is currently in a stage of economic structural transformation, and the non-oil economy continues to develop. For Chinese companies, this stage is not only an investment opportunity, but also an opportunity to participate in building an industrial ecosystem.

Regarding Chinese enterprises’ investment opportunities in Saudi Arabia, Shaysiari elaborated on three major strategic areas.

In the fields of advanced manufacturing and new energy vehicles, he said that Saudi Arabia is building a global mobility industry ecosystem, and China’s advantages in electric vehicle supply chains completely align with Saudi Arabia’s needs for localized production and the construction of an industrial ecosystem.

In the fields of digital economy and artificial intelligence, he noted that Saudi Arabia is moving from pilot projects to practical applications of artificial intelligence, investing heavily in smart cities and cloud infrastructure. “And Chinese cities such as Beijing and Hangzhou are world leaders in these areas, with enormous room for cooperation.”

In the fields of medical and health, biotechnology, and genomics, Shaysiari introduced that the Saudi genomics program is drawing up a national gene blueprint to enable personalized diagnosis and treatment, while China has world-class expertise in gene sequencing, gene therapy, and bio-manufacturing. Both sides have broad cooperation space in scientific research, diagnostic technologies, and the localization of gene therapy.
