Techub News reports that according to Bitcoin Magazine, U.S. North Carolina state senators Johnson and Overcash have proposed bill SB 327 to establish a strategic Bitcoin reserve, which passed first reading today. The bill seeks to authorize the state treasurer to allocate up to 10% of public funds to Bitcoin as part of the state's long-term financial strategy. The bill also permits regulated revenue-generating activities such as staking and lending, requires Bitcoin to be stored in multi-signature cold wallets, establishes a dedicated state custodial department, establishes a Bitcoin Economics Advisory Committee to provide guidance, and requires monthly audits.
