Xiong'an: The Blockchain Pioneer in Smart City Construction

As a national-level new area oriented towards the future, Xiong'an has integrated cutting-edge technologies such as Blockchain into its development plan from the very beginning. The "Outline of the Hebei Xiong'an New Area Plan" clearly states the need to "proactively layout the research and experimental development of technologies such as Blockchain, Terahertz, and Cognitive Computing."

From the public speeches and policy documents of the leaders of Hebei Province, the application of Blockchain technology in Xiong'an mainly focuses on smart city construction and public affairs management. For example, the Hebei Provincial Government proposes to fully utilize new technologies such as Blockchain to improve the government service system and promote the deep integration of the Internet and government services.

Currently, all construction projects in Xiong'an New Area must be managed through a Blockchain fund management platform, involving various aspects such as building construction, housing leasing, project order financing, and wage distribution for migrant workers. Even basic tasks like afforestation have applied Blockchain technology. It can be said that Xiong'an is creating a "Blockchain City" in the true sense, where every detail is closely related to this emerging technology.

Hainan: The Layout of the Blockchain Industry under the Background of the Free Trade Zone

In April 2018, the central government decided to establish a free trade pilot zone throughout Hainan. Subsequently, Hainan quickly seized the opportunity and in October established the country's first officially licensed "Blockchain pilot zone". This move attracted several well-known technology companies to settle in, including the blockchain business departments of 360, Xunlei, Baidu, and others.

Unlike the Xiong'an New Area, Hainan focuses more on leveraging Blockchain technology to empower the real economy and promote industrial development. The Hainan Provincial Department of Industry and Information Technology has proposed to actively establish Blockchain application demonstration projects to drive industrial development.

As early as 2017, Hainan proposed in policy documents to support the use of Blockchain technology to promote financial innovation, as well as the application of Blockchain and other information technologies in the logistics field to build a smart logistics service system. These initiatives reflect Hainan's strategic approach of adapting to local conditions and fully utilizing the advantages of the free trade zone to develop the Blockchain industry.

Guizhou: New Blockchain Layout Based on Big Data

As a pioneer in the "Big Data Era," Guizhou has recently turned its attention to Blockchain technology. Thanks to its prior accumulation in the big data industry, Guizhou has also gained an advantage in the development of Blockchain.

As early as 2016, Guiyang City published the "Guiyang Blockchain Development and Application" white paper, planning to establish a sovereign Blockchain demonstration area within 5 years. In 2017, the Guian Comprehensive Bonded Zone signed a cooperation agreement with Blockchain companies to jointly create a "Blockchain Town". At the same time, Guizhou also established a government-guided mother fund for blockchain startups across the country.

Compared to Xiong'an and Hainan, a notable feature of blockchain development in Guizhou is the higher level of direct participation from government departments. Guizhou makes full use of its advantages in big data, focusing on blockchain applications in areas such as data security and digital assets.

Looking at the blockchain development strategies of these three regions, we can see that the role of policy is very prominent. Although these places do not have obvious advantages in the innate conditions for blockchain development, they have already taken the lead in the country in the blockchain field under the impetus of favorable policies. At the same time, each region has also combined its own characteristics and advantages to explore innovative applications of blockchain technology in areas such as government management, industrial development, and big data applications, demonstrating a development approach that is tailored to local conditions.
