Promote models such as “big enterprises help small shops”; encourage leading enterprises to incorporate individual industrial and commercial households into the industrial chain in forms such as shared workshops and designated processing; support individual industrial and commercial households to develop in a cluster and agglomerated manner in specialized industrial clusters. For individual industrial and commercial households that meet the standards for the classification of small and medium-sized enterprises, they are treated as small and medium-sized enterprises in government procurement activities and enjoy government procurement policies supporting the development of small and medium-sized enterprises.
