People’s Finance News, April 3—On April 2, the State Administration for Market Regulation held an administrative guidance meeting for takeaway delivery platform enterprises in Beijing. The meeting provided guidance to Meituan, Taobao Flash, and JD.com on strictly implementing the soon-to-be-effective “Supervision and Administration Measures for Network Catering Service Operators to Implement Their Food Safety Main Responsibilities” (hereinafter referred to as the “Measures”), strengthening enterprises’ main responsibilities for food safety, taking practical and effective measures, and ensuring consumers’ dining safety.

The meeting pointed out that network catering services have developed vigorously, greatly facilitating people’s everyday life. However, food safety risks that come along with it cannot be ignored. The Party Central Committee and the State Council attach great importance to food safety work in network catering. The State Administration for Market Regulation has implemented the decisions and deployments of the Party Central Committee, and issued the “Measures”, clarifying that takeaway delivery platform enterprises must place the implementation of food safety main responsibilities at the core position of enterprise operation and management. They must truly embed food safety responsibilities into every aspect of day-to-day operations, every link, every process, and every decision, so as to ensure food safety in catering and allow consumers to feel at ease when purchasing and to eat safely.

The meeting required that takeaway delivery platform enterprises must strictly comply with legal and regulatory requirements. They must compare against and verify the “Measures” item by item. From five aspects—implementing responsibilities for qualification review, implementing responsibilities for management and support, implementing responsibilities for public disclosure to society, implementing responsibilities for emergency management, and implementing responsibilities for coordinated supervision—they must fully implement the platform’s main responsibility for food safety.

The meeting emphasized that takeaway delivery platform enterprises should take June 1, when the “Measures” officially take effect, as the time node. They should move tasks backward to manage the schedule, and in light of each requirement in the “Measures”, comprehensively review existing systems, processes, staffing arrangements, and technical support and other links, and carry out self-checks and rectification as soon as possible. They should strictly control the review gate, the management gate, and the delivery gate; strengthen technology-enabled management; actively integrate into the government’s regulatory system; shift from “passive response” to “active connection”; and, through promoting “Internet + bright kitchens and visible food preparation” and encouraging takeaway couriers to participate in food safety supervision, build a new framework for social co-governance of food safety.
