People Finance News 31 March, according to reports, recently, the General Office of the CPC Henan Provincial Committee and the General Office of the Henan Provincial People’s Government issued the “Implementation Opinions on Accelerating the Development and Utilization of Data Resources” (hereinafter referred to as the “Opinions”). Focusing on data being “available for supply, able to flow, usable effectively, and secure,” they aim to accelerate the establishment of a system of data resource institutions, and to vigorously promote the integrated sharing and deep utilization of data, thereby promoting in-depth integration between the real economy and the digital economy. The “Opinions” specify that by 2027, an initial market-oriented cyclical system for data “supply—circulation—application” will be built, the province’s total annual data production will grow at an average annual compound growth rate of more than 25%, more than 500 data backbone enterprises will be cultivated and introduced, more than 1,000 typical data products and services will be provided, and a data industry ecosystem will be formed featuring an active main body and strong support. By 2030, the institutional rules for the development and utilization of data resources will be more mature, the levels of data development, openness, and circulation and utilization will rank among the top in the country, a relatively complete data infrastructure system will be constructed, a group of data enterprises with international competitiveness will be fostered, and a national key data circulation hub and a high ground for data industry development will be created.
