China News Service Beijing 13 March (Reporter Lü Shaowei) Data released by the Beijing Municipal Bureau of Commerce on the 13th show that Beijing continues to unleash its first-mover economic potential. Since 2021, it has attracted over 4,600 first stores of various types, cultivated and built 22 first-mover vitality centers and cluster centers for first stores; recognized 35 municipal-level characteristic live e-commerce bases and 50 outstanding live e-commerce cases in Beijing; among the top 100 MCN organizations nationwide, Beijing accounts for 24, the highest in the country.
Beijing’s digital integration scenarios are accelerating implementation. Sanlitun commercial area and Taikoo Li South District were respectively selected as the first demonstration smart commercial districts and stores nationwide. Zhongguancun Dairong City has created a city-level demonstration project for commercial humanoid robots called “Galaxy Space Capsule.” The city has nearly 1,600 stores offering tax refunds for outbound travelers, with 37 “buy and refund immediately” stores, pioneering the “citywide tax refund, multi-point processing” model, with seven centralized refund points established in areas like China World Mall. Haidian District issued the country’s first group standard for “General Technical Requirements for Intelligent Cooking Robot Systems in Catering Equipment,” defining for the first time the technical norms for embodied intelligence in catering scenarios.
In the bustling streets and venues, service consumption in Beijing’s culture, tourism, sports, and health sectors is thriving. In cultural and tourism consumption, the first batch of 25 intangible cultural heritage workshops in Beijing was announced, 10 routes titled “Travel Beijing with Events” were launched, and the “Beijing New Discoveries” top ten inbound tourism theme routes were designed. The official ticketing channels for 74 municipal 5A and 4A scenic spots were integrated into the Beijing Scenic Spot Ticketing Service Platform. A total of 304 new catering outlets were established in cultural and tourism venues, continuously upgrading the experience. In sports consumption, major international events such as the 2025 FINA Diving World Cup finals and the 2025 FIVB Volleyball World League (Beijing stop) were successfully held. The 2025 China Open tennis tournament achieved a record box office of 88 million yuan, driving comprehensive consumption of 36 million yuan, a year-on-year increase of 44%. In health consumption, internet healthcare is vigorously developed, with 110 internet hospitals and 318 medical institutions providing online diagnosis and treatment services. Sixteen units were launched as the first batch of Beijing Traditional Chinese Medicine cultural tourism consumption pilot projects.
In the evolving cityscape, Beijing’s commercial districts have transformed from “places to buy things” into “stages to experience lifestyles.” Guided by the implementation of the “Special Plan for the Layout of Commercial Consumption Space in Beijing,” the city deepens commercial district renovation and upgrading actions, emphasizing both renewal and new cultivation. Since 2021, over 5 million square meters of new commercial space have been opened. By the end of 2025, 850 convenient living circles within a 15-minute walk will be established, achieving full coverage of urban areas. Regarding district upgrades, Beijing has issued quality improvement policies for three consecutive years, focusing on transforming consumption spaces from “single functions” to “diverse experiences.” For scene creation, Beijing issued the “Action Plan for Promoting High-Quality Development of Multi-Format Consumption Integration,” constructing an integrated matrix of “districts, mountains, water, performing arts, events, digital, and nightlife,” launching over a hundred typical cases such as Blue Harbor and Tangu.
Meanwhile, Beijing’s concentration of international brands remains among the top nationwide. A total of 26 regional headquarters of multinational consumer companies such as Galeries Lafayette and Starbucks have been recognized. The 2026 Spring/Summer Beijing Fashion Week will link with the second phase of the National Convention Center, Longfu Temple, Gubei Water Town, and other landmark venues, gathering over 300 domestic and international brands and hosting more than 150 fashion and cultural events. The local brand ecosystem is also thriving, with 274 time-honored brands in total, including 137 Chinese time-honored brands. In the food and beverage sector, highlights include the construction of 24 characteristic dining districts, 31 “Late Night Canteen” themed food streets, 99 restaurants listed in the Michelin Guide, 35 in the Black Pearl Guide, and 142 on the Dazhong Dianping must-eat list.
The Beijing Municipal Bureau of Commerce stated that standing at the new starting point of the “14th Five-Year Plan,” it will take the “Beijing City Deepening Reform and Consumption Promotion Special Action Plan” as the main line, actively respond to the strategy of expanding domestic demand, and with greater efforts and more practical measures, promote the construction of an international consumer center city to a new level.
