從技術上說，它的工作是解決把一堆不受信任的機器拉到共識所需的困難問題。它透過密碼學與經濟誘因來做到這點（例如挖礦或質押）。一旦交易被鎖定，要更改它就會變得極度昂貴，或幾乎不可能。這就是整個系統能具備安全性與最終性的原因。更高層與應用只是繼承這種安全性；它們不會自己創造安全性。這也是為什麼著名的「區塊鏈三難困境」大多存在於第 1 層：你可以在安全性與去中心化上用力，但純速度與低成本通常會因此受損。
大的優勢確實存在。強固的第 1 層非常難以攻擊，因為重寫歷史需要付出龐大的運算能力成本，或需要大量被質押的幣。它能維持去中心化，所以沒有單一公司或政府能輕易地控制或審查它。紀錄基本上是永久的，人們可以在不互相信任、也不需要中介的情況下互動。已經運作多年、並承受過真實的經濟壓力的網路，會讓人更有信心。
缺點同樣真實。多數第 1 層每秒只能處理有限數量的交易，因此當需求爆發時，手續費會上升，確認時間也會拉長。運行完整節點需要相當嚴格的儲存空間與頻寬。升級協定很慢，且常常需要進行硬分叉。再加上基礎層把安全性放在速度之前，每天使用可能會覺得昂貴又拖慢，這也正是為什麼後來才發明第 2 層解決方案。
