Mars Finance information, according to The Block, reported that Patrick Witt, the White House Digital Asset Advisor, described the Clarity Act as a "law that supports regulation and enforcement," responding to criticism from law enforcement groups about its insufficient crackdown on financial crimes. Witt stated that in response to law enforcement concerns, lawmakers have added new sections to the bill. Witt pointed out that global capital flows are accelerating, and if the United States does not set standards, it will have to accept others' rules. Senator Cynthia Lummis warned that if the bill is not passed this year, it may not be reconsidered until 2030. The DeFi advocates' proposed Blockchain Regulatory Certainty Act has been incorporated into the Senate version, explicitly stating that non-custodial developers are not considered money transmitters. Senator Catherine Cortez Masto voted against it, believing that this clause weakens law enforcement capabilities.
