Mars Finance information, Greg Cipolaro, head of research at financial services firm NYDIG, stated that the most realistic window for the U.S. Senate to pass the Market Structure Bill for the crypto market is from June to early August. If it cannot be advanced during this period, it may face uncertainty after the midterm elections or even for a longer period. Previously, White House crypto advisor Patrick Witt proposed July 4th as an ideal legislative date, but NYDIG considers this target more of an “optimistic expectation,” requiring multiple hurdles such as committee review, full chamber vote, and House procedures. The bill aims to clarify the U.S. regulatory framework for crypto assets and is regarded as one of the most critical legislations this year, but it has been delayed multiple times due to disagreements over stablecoin regulation, ethical clauses, and DeFi rules. The Senate Banking Committee has advanced the relevant draft to a full Senate vote but still needs at least 60 votes to pass. Analysis indicates that if the bill fails to pass before the election cycle, the change in control of the Senate between Republicans and Democrats could further reduce legislative certainty, leaving the industry in a state of “regulatory ambiguity.” However, once the bill is finally passed and signed into law, it will bring regulatory clarity to the market, especially as Bitcoin is expected to be explicitly classified as a commodity, thereby reducing institutional entry uncertainties.
