Gold Financial reports that on June 20th, Federal Reserve Vice Chairman for Supervision, Bowman, attended a private dinner hosted by a U.S. bank for clients in New York on Wednesday evening local time. According to informed sources, the dinner was limited to invited clients only. Hours earlier, the Federal Reserve had just announced its latest policy decision. The dinner coincidentally took place during the Federal Reserve's communication silence period. This silence period prohibits Fed officials from publicly commenting on economic conditions or monetary policy within several days before and after meetings, lasting until the day after the meeting (Thursday). Although Fed regulations do not explicitly prohibit closed-door meetings, rules require officials to avoid sharing personal policy views with anyone who might benefit financially, unless those views have been made public. The rules also state that officials should not allow any company to gain a reputation advantage relative to competitors. According to the Fed's communication policy, policymakers should exercise caution and strict consideration of this principle when arranging meetings with those who might benefit from exclusive contact with Fed officials, and when considering accepting invitations to meetings hosted by profit-making organizations or not open to the public and media. It is currently unclear whether Bowman, responsible for bank supervision, attending this dinner violated the above regulations.
