The lawmakers believe that under the serious threat of war with Iran and military escalation, the risks of misjudgment, escalation, and use of nuclear weapons are not just theoretical. The letter states, "Congress has a constitutional responsibility to fully understand the nuclear balance in the Middle East, the risks of conflict escalation by any party, and the government's planning and emergency measures in response to such situations."
