司法委员会共和党主席 Chuck Grassley 与首席民主党议员 Dick Durbin 在信中写道，银行委员会市场结构法案第 604 条款——旨在保护软件开发者免于因第三方滥用其产品而承担刑事责任——将「削弱」关于无证资金转移业务的联邦法律。「参议院司法委员会（对《美国法典》第 18 编拥有管辖权）未获征询，也未被给予提前实质审议拟议变更的机会。」

该信函援引了司法部起诉 Tornado Cash 开发者 Roman Storm 的案例，称该案证明起诉方已充分论证现行法规对关联无证资金转移业务方追责的重要性。此次信函是对市场结构法案的又一打击，参议院银行委员会原定周四就该法案进行辩论和表决，但在周三晚间面临日益强烈的反对声浪后取消了议程。
