RKN's AI traffic filtering: Potential impact on Russian cryptocurrency exchanges and users

In Russia, Roskomnadzor (RKN) plans to significantly enhance internet traffic filtering by 2026 through the use of artificial intelligence (AI) and machine learning tools. According to the agency’s digitalization plan, approximately 2.27 billion rubles will be allocated for the development and deployment of this technology. The system aims to automate and accelerate the detection of restricted content and VPN services, a task previously mainly performed manually by TSPU on telecom operator networks.

Experts from RBC-Crypto point out that strengthened filtering could not only impact access to undesirable resources but also affect the cryptocurrency ecosystem, especially Russian users’ ability to access overseas crypto platforms and analysis services. Although by the end of 2025, the list of blocked resources does not yet include key websites of the crypto community, experts warn that future restrictions could impact exchanges, trading APIs, and mining pool services, particularly those relying on VPN traffic.

Machine learning enables algorithms to identify restricted content through URLs and analyze text, images, and network features. Compared to traditional Deep Packet Inspection (DPI) methods, filtering becomes more “intelligent.” This could lead to more frequent and precise blocking of resources used to bypass restrictions, including mirror sites and proxy services, which cryptocurrency users often depend on to access overseas platforms.

Overall, for the Russian crypto community, these changes mean the need to proactively address potential access issues to international platforms and to promote the development of local infrastructure and compliant services. Meanwhile, regulators are also discussing other crypto regulatory measures and the integration of digital assets with the formal financial system, making the issue of accessibility of crypto services increasingly important among investors and users nationwide.
