Section Two: Core Negotiation Conditions of Iran’s “10-Point Plan” (Official Text)



1. Nuclear Issue (Red Line That Cannot Be Conceded)
• Retain the right to peaceful uranium enrichment: refuse “zero enrichment,” do not dismantle nuclear facilities, and do not export enriched uranium out of Iran.
• Acceptable: enrichment level reduced to 3.67% (standard under the original Iran nuclear deal), and acceptance of nuclear inspections by the International Atomic Energy Agency (IAEA).

2. Sanctions and Assets
• The United States fully cancels all sanctions: all primary and secondary sanctions since 2018 are lifted.
• Unfreeze all overseas assets: release frozen oil funds, central bank assets, and personal property.
• Repeal/cancel UN/IAEA resolutions related to Iran.

3. Security and Sovereignty
• The United States provides legal guarantees: sign a non-aggression treaty, and commit to never conducting military strikes, assassinations, or cyberattacks against Iran.
• Sovereignty over the Strait of Hormuz: Iran leads security and navigation rules for the strait, and the United States may not interfere.
• The United States withdraws from the Middle East: phased withdrawal of all U.S. forces and bases from Iraq, Syria, Saudi Arabia, and other countries.

4. Regional Ceasefire (Entire Region)
• All fronts across the Middle East simultaneously agree to a permanent ceasefire: Gaza, Lebanon, Yemen, Iraq, and Syria all ceasefire.
• The United States stops attacking “resistance organizations”: stop military actions and sanctions against Hezbollah, the Houthis, Iraqi militias, etc.

5. Compensation and Reconstruction
• Full compensation by the U.S. and Israel: war losses (civilian and military casualties, nuclear facilities, military/oil and gas infrastructure, etc.).
• Reconstruction led by the United Nations, with the United States bearing the primary funding.
