Currency residents of Russia ( and individuals, as well as companies ), starting July 1, will be required to notify the tax authority about the opening or closing of blockchain wallets in foreign systems that are not administered by Russian depositories. This follows from a draft law prepared by the Правительство and submitted on April 1 to the State Duma.
The Federal Tax Service will need to be notified at the place of registration no later than within one month from the date of opening or closing. The draft does not specify whether wallets opened before July 1, 2026 need to be reported. In addition to notifying residents, they will be required to submit reports on transactions with cryptocurrency through such addresses. The reporting procedure will be determined by the Правительство in agreement with the Bank of Russia. The draft law notes that residents will be able to open foreign cryptocurrency wallets without restrictions. What will be the consequences for failure to comply is not specified.
In March, the Правительство approved a package of draft laws on regulating цифровых валют. Already in summer, digital depositories may appear, and transactions will have to be routed through brokers and exchanges. The purchase of cryptocurrency, as well as its conversion into fiat money ( rubles, dollars, euros, etc. ), will be possible only through crypto exchanges. However, experts note that such an approach carries risks, and digital depositories could become targets of sanctions. As a result, the bulk of cryptocurrency trading may remain on foreign exchanges.
