General Administration of Customs: Fully Promote Cross-Border E-commerce Retail Export Goods Cross-Region Returns

The General Administration of Customs issues an announcement regarding the full promotion of cross-border e-commerce retail export goods cross-region returns, to further promote cross-border e-commerce exports. The General Administration of Customs has decided to promote the cross-region return model for cross-border e-commerce retail export goods nationwide. The relevant matters are hereby announced as follows:

  1. Cross-region returns are only applicable to cross-border e-commerce retail export goods (“9610 mode”).
  2. Cross-border e-commerce retail export return goods can be returned across regions, and returned goods are only allowed to be returned to customs supervision work sites (venues) where cross-border e-commerce retail export business is conducted.
  3. Enterprises engaged in cross-border e-commerce retail export cross-region return business should operate in compliance with regulations, have independent operational zones, and relevant production operation system data should be open to customs or connected with customs information systems.
    This announcement shall take effect from April 1, 2026. Matters not covered shall be implemented in accordance with current customs regulations.
