The State Council’s State-owned Assets Supervision and Administration Commission (SASAC) website shows that SASAC has newly established a Foreign Capital Affairs Bureau for overseas investment, with Zhu Kai as its director.

Main responsibilities: To guide the international operations and overseas asset allocation optimization and structural adjustments of the enterprises under its supervision; to perform related work on the supervision of overseas assets of the enterprises under its supervision; to strengthen the prevention and mitigation of risks in areas such as overseas investment and operations; and to carry out related work on handling overseas emergencies and crises.

The institutional setup includes: the International Operations Division, the Risk Prevention Division, the Supervision and Governance Division, and the Emergency Management Division.
