Li Qiang signs the State Council order to publish the "Regulations of the State Council on the Security of Industrial and Supply Chains"

People’s Finance News, April 7—On April 7, Premier Li Qiang of the State Council recently signed a State Council Order to promulgate the “Regulations of the State Council on the Safety of Industrial and Supply Chains” (hereinafter referred to as the “Regulations”), which shall come into force as of the date of promulgation. The “Regulations” are intended to prevent risks to the safety of industrial and supply chains, enhance the resilience and safety levels of industrial and supply chains, and safeguard economic and social stability and national security. The “Regulations” consist of 18 articles and mainly stipulate the following. First, they clarify the principles for work on the safety of industrial and supply chains. The “Regulations” provide that work on the safety of industrial and supply chains shall implement the overall national security concept, coordinate development and security, coordinate domestic and international efforts, advance high-level opening up to the outside world, and promote stable and unimpeded global industrial and supply chains. They clarify that the state shall guide the rational and orderly layout of industrial and supply chains, strengthen international cooperation in the field of industrial and supply chain safety, support efforts to tackle core technologies in key areas, and promote high-quality development of industrial and supply chains. Second, they establish and improve institutional and policy measures for the safety of industrial and supply chains. They establish and improve a work mechanism for the safety of industrial and supply chains. The “Regulations” set out the relevant responsibilities of departments of the State Council and the people’s governments of provinces, autonomous regions, and municipalities directly under the Central Government regarding the work on the safety of industrial and supply chains. They strengthen safety assurance for industrial and supply chains in key areas and establish and improve systems for information sharing, risk monitoring and early warning, risk prevention, and emergency management, in order to maintain stable production and circulation and sustained operation of raw materials, technologies, equipment, products, and other essential elements in key areas. Third, they set out countermeasures and their application beyond China’s borders. In response to foreign states, regions, and international organizations, as well as foreign organizations and individuals that harm the safety of my country’s industrial and supply chains, a system for investigating the safety of industrial and supply chains shall be established. Relevant departments of the State Council may use this system to conduct investigations and take countermeasures. Organizations and individuals within China shall comply with the relevant countermeasures. Where any organization or individual violates the law by carrying out information-collection activities related to industrial and supply chains, the relevant departments shall, in accordance with law, take corresponding handling measures.
