(CNN)-- China and Russia, Iran’s allies, used their veto power (veto) against a UN Security Council resolution aimed at reopening the Strait of Hormuz.

The draft resolution, submitted by Bahrain, encourages countries to coordinate defensive measures to ensure safe passage through the waterway, including escorting commercial ships. The text was a softened version of the original draft that could have authorized countries to use force to ensure safe passage through the strait.

Eleven countries voted in favor of the resolution, two abstained, and two others opposed.

U.S. Ambassador Michael Waltz condemned China and Russia for voting against the resolution, accusing them of siding with "a regime seeking to intimidate Gulf countries into submission."

Russian Ambassador Vasily Nebenzya said the resolution would set a "dangerous precedent" for international law and peace efforts.

Israeli Ambassador Dani Danon stated, "Even if the resolution is not adopted, the overwhelming majority that supported it reflects the commitment of most countries worldwide to ensure freedom of navigation and to counter any attempts to threaten international trade routes."

The UAE expressed "deep regret that the Security Council was unable today to adopt a clear framework for international cooperation aimed at ending illegal attacks and threats carried out by Iran against the global economy."

The UAE Ministry of Foreign Affairs stated in a Tuesday statement that "the Strait of Hormuz must remain open to everyone, and freedom of navigation must be preserved. No country should have the ability to disrupt global trade arteries or push the world toward an economic crisis."

The statement emphasized that "the Security Council’s failure to respond does not diminish the seriousness of this crisis or the resolve of the UAE."
