In accordance with the relevant requirements of documents such as the “Opinions on Accelerating the Development of Affordable Rental Housing” issued by the General Office of the Qingdao Municipal People’s Government (Qingzhengbanfa〔2022〕No. 3) and the “Notice on Strengthening the Rental Management of Affordable Rental Housing” issued by the office of the leading group for the reform of housing and housing security work in Qingdao (Qing Zhufangzuzhiban〔2023〕No. 15), the normalized allocation notice for the C and D buildings of the Shanghe International Talent Dual Innovation and Entrepreneurship Industrial Park in Jiaozhou is hereby published as follows:
I. Details of Available Housing
Project name: Shanghe International Talent Dual Innovation and Entrepreneurship Industrial Park C and D buildings
Project location: south of Hong Kong Road and west of Changzhou Road in Jiaozhou City
Unit types and area: apartment-style, about 50 square meters per unit
Number of available units (rooms): 935 units
II. Scope of Allocation
Primarily targeted at new residents and young people in Qingdao who have no home, as well as migrant workers and newly employed personnel engaged in providing basic public services in the city.
III. Allocation Eligibility Conditions
Applicants and their family members must have no self-owned housing within the urban area of Jiaozhou City, and must not be receiving housing security benefits or must have already withdrawn from such benefits.
IV. Application Process
This allocation is a normalized allocation. Personnel who meet the conditions and have an intention to apply may apply at any time, following the principle of “apply first, choose housing first.” The process will be carried out through steps such as application registration, qualification review, on-site housing selection, and signing contracts.
(I) Application Registration
Applicants directly contact the housing source management unit (19256159610, 19256159612) to complete application registration.
(II) Qualification Review
Applicants must sign the “Letter of Commitment and Authorization for Record Inquiry” on-site and provide copies of their ID cards and housing proof materials. If the review does not meet the conditions, they must vacate the unit, or re-sign a rental contract according to market rent until the end of the contract term before vacating.
(III) On-site Housing Selection
Applicants who meet the conditions will select housing by going to the project site themselves. If applicants do not select housing within the specified time, they are deemed to have automatically given up.
(IV) Signing Contracts
The housing source management unit signs a rental contract with the applicant. The applicant pays rent and other related fees and completes the relevant move-in procedures. The rental contract will be incorporated into the city’s management system for affordable rental housing and supervised accordingly.
V. Rent Standards
According to relevant regulations, the rental price will be set at no more than 90% of the market rent for housing of the same quality in the same area.
Water, electricity, heating, cable television, telecommunications, sanitation, property management, and other related expenses will be paid separately by the allocation recipients according to regulations.
