People’s Finance and News, April 7—The Guangdong Provincial Development and Reform Commission has issued the “Several Measures on Supporting the Development of Individual Businesses in Guangdong Province.” Among other proposals, it calls for conducting targeted cultivation based on different types. A “three-type, four-category” assessment indicator system for individual businesses with Guangdong characteristics will be established. Based on dimensions including business scale, revenue status, industry attributes, and development potential, differentiated assistance will be provided.

A group of “excellent, distinctive, and innovative” individual businesses will be identified. Classification-based cultivation will be implemented to optimize services for individual businesses in the “well-known” category, such as publicity and promotion and brand creation. Increased efforts will be made to provide services to individual businesses in the “distinctive” category, including technical R&D, product design, inspection and testing, quality traceability, and marketing and promotion. Attention will be given to cultivating successors for individual business owners in the “high-quality” category, and to guiding individual businesses in the “emerging” category to participate in online business-operations skills training.

Support will be provided for individual businesses to build trademark brands, use geographical indications, and establish regional public brands. Local authorities are encouraged to formulate and publish “maps” of “excellent, distinctive, and innovative” individual businesses. A batch of trust- and satisfaction-guaranteed stores, online shops, livestream rooms, and restaurants, among others, will be cultivated.

Models such as “big enterprises help small shops” will be promoted. Leading enterprises will be encouraged to incorporate individual businesses into industrial chains in forms such as shared workshops and designated contract processing. Support will be provided for individual businesses to develop in a clustered and agglomerated manner in specialized industrial concentration areas.

For individual businesses that meet the criteria for the classification of small and medium-sized enterprises, they will be treated as small and medium-sized enterprises in government procurement activities and will enjoy government procurement support policies for the development of small and medium-sized enterprises.
