Ohio absolutely dominates this space - seven of the top fifteen safest and most affordable places are there, which is wild. New Philadelphia leads the pack with an annual cost of living around $35,500 and violent crime rates that are impressively low. You're looking at single-family homes averaging around $186k, mortgage payments under $1,100 monthly. New Ulm, Minnesota is another standout with even lower violent crime, though it's slightly pricier overall.

Some other places worth considering: San Elizario, Texas has the lowest violent crime rate in the entire group and keeps costs down around $36,700 annually. Columbus, Indiana and Trenton, Michigan offer that rare combo of reasonable housing costs and solid livability scores. If you're in the northeast, Orono, Maine and Butler, Pennsylvania show that you can find safe, relatively affordable communities outside the typical hotspots.

The research looked at population, home values, mortgage costs, crime data from FBI quarterly reports, and cost of living indexes. Most of these places have populations between 10,000 and 50,000 - small enough to feel community-oriented but established enough to have solid infrastructure. Livability scores ranged from mid-60s to the high 80s, with Edwardsville, Illinois hitting 90.

What's interesting is how many of these cheap safe places to live aren't even on people's radar. You probably haven't heard of half these towns, but if you're actually trying to stretch your budget while staying in neighborhoods where you don't have to worry about crime, this list is worth serious consideration.
