Central Office and State Office: Strictly regulate mobile land and newly added arable land management

Opinions of the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council on Doing a Good Job in Piloting the Extension for a Further 30 Years After the Expiration of the Second Round of Land Contracting. The Opinions point out that strict management shall be implemented for both “idle land” and newly added cultivated land. The area of idle land may not exceed 5% of the total area of cultivated land of the collective economic organization, and no new idle land shall be added. Newly added cultivated land created through lawful reclamation, rehabilitation, and land consolidation shall be strictly managed; the governments at or above the county level shall, according to law, specify land ownership. Cultivated land that has been designated as collectively owned by rural collectives shall be brought into the management of rural collective assets. Subject to respecting farmers’ wishes, contracting households through methods such as confirming land rights and confirming shares can adopt various ways to develop production and manage operations. The income and benefits obtained from collective operations shall be mainly used for dividends, so as to ensure that members of the collective economic organizations benefit. (Xinhua News Agency)
