Deputy Director of the State Administration of Foreign Exchange Li Hongyan said on March 25 at the 2026 Global South Finance and Philanthropy Forum that the restructuring of the global green industry is a win-win cooperation opportunity between China and countries in the Global South. By opening up finance to a high level, deepening green industry collaboration with countries in the Global South, sharing transition opportunities with countries in the Global South, and contributing to global sustainable development. Li Hongyan noted that China is, through opening up its financial sector at a high level, providing low-cost, high-efficiency RMB green financing channels for countries in the Global South, including onshore Panda bonds, offshore Dim Sum bonds, and offshore bonds in free trade zones. At the same time, China will deeply integrate green financial services with green infrastructure development, achieving deep embeddedness in the local ecology of countries in the Global South. By efficiently matching China’s advantages across the entire industrial chain with the development needs of southern countries, China will gradually realize technology transfer, talent cultivation, and industrial chain coordination, helping countries in the Global South build a more complete and more competitive green energy ecosystem.
