The statement clearly defines seven categories of prohibited conduct, covering an end-to-end process from the tampering of film and television materials to AI model training, and it particularly emphasizes that even if they are labeled “non-commercial,” “public welfare sharing,” or “personal remix,” this cannot constitute a legal basis for exemption from liability; the infringing party must still bear full legal responsibility.
