40 Beijing (Jing-Jin-Ji) International Science and Technology Innovation Center Support Policies Released

Xinhua News Agency Beijing March 25 (reporters Lv Shaowei, Chen Hang) The opening ceremony of the 2026 Zhongguancun Forum annual conference was held in Beijing on March 25, with the release of 40 supporting policies for the Beijing (Beijing-Tianjin-Hebei) international science and technology innovation center, jointly rolled out by relevant central government ministries and central institutions.

In terms of strengthening the layout of strategic scientific and technological forces, the supporting policies allow universities and research institutes under central departments, under conditions that comply with national regulations, to apply local science and technology policies; explore establishing the National Natural Science Foundation Beijing-Tianjin-Hebei joint fund to support high-level new R&D institutions and technology innovation platforms with enterprise characteristics to participate in applications; and build high-quality regional technology transfer and commercialization transformation centers at universities.

To promote deep integration of scientific and technological innovation with industrial innovation, the supporting policies propose establishing an AI industry sandbox regulatory system and improving risk monitoring and early-warning mechanisms; for innovative drugs, urgently needed clinical drugs, multi-component and multi-price vaccines, and other products that have special requirements for production processes and facilities equipment, support Beijing-Tianjin-Hebei in exploring a segmented production model; and encourage commercial health insurance to include costs related to innovative drugs and medical devices within the scope of responsibilities under commercial health insurance.

The supporting policies also mention improving comprehensive supporting measures for foreign talent services, making it more convenient for foreign talent to enter, exit, and stay in the country, optimizing the “green channel” for processing work permits for overseas high-level talent, and steadily expanding the scope of recognition of overseas professional qualifications.

The supporting policies further include allowing domestic innovative entities to work jointly with overseas institutions to undertake major scientific and technological tasks; supporting the carrying out of reform demonstration of open environments for science and technology innovation, conducting policy pressure tests in areas such as foreign talent practicing professionally within China and enterprises’ cross-border R&D setup; supporting pilot policies for the development of foreign-funded R&D institutions in Beijing-Tianjin-Hebei; and carrying out cross-border equity investment pilot programs to support equity investment institutions with “bringing in” and “going out,” etc. (End)
