Two gas stations fined for tax evasion

Our reporter April 1日讯 April 1, the Qingdao Municipal Taxation Bureau of the State Taxation Administration held a media briefing for the 35th National Tax Publicity Month in Qingdao under the theme of “Taxation • Rule of Law • Fairness.” The briefing introduced Qingdao’s plan for the 35th National Tax Publicity Month campaign, explained key tax administration and taxpayer service initiatives in Qingdao for 2026, and announced tax-related违法 cases and cases of compliant operations with honest tax payment, as well as expounding on the concept of filing taxes in accordance with law and with integrity. During the publicity month, the Qingdao tax authorities will focus on high-quality development of tax services during the “15th Five-Year Plan” period, the concept of filing taxes lawfully and with integrity, and tax online popularization with the theme “Rule of Law and Fairness • Alongside Tax,” among nine other areas. They will roll out a series of promotional activities including “multi-screen coordinated” publicity of the rule-of-law philosophy, the building of “Qing Tax Starry Sky” with a tax law-awareness approach of “1+N,” “Face-to-Face with Tax Authorities and Enterprises” discussion forums, promotion of role models for honest tax payment, and exposure of typical cases of tax violations, among others. Through multiple channels, they will provide tax policy support and comprehensively disseminate the concepts of rule of law and fairness, and of honest tax payment. In the case briefing segment, the Qingdao tax authorities exposed two tax evasion cases involving the Xin’an Shun Gas Station and the Yu Hui Quan Gas Station, disclosing the违法 facts of them concealing income and evading tax payments, as well as the corresponding penalty decisions, thereby strengthening the warning effect of using cases to explain tax issues.

Recently, the First Tax Investigation Bureau of the Qingdao Municipal Taxation Bureau of the State Taxation Administration依法 handled a tax evasion case involving Qingdao Yu Hui Quan Gas Station Co., Ltd. Upon investigation, from 2022 to 2024, the gas station concealed sales income by submitting false tax returns, including by using personal bank accounts and third-party payment platforms to collect payments, and by listing less income on account books and vouchers, resulting in underpayment of VAT and other taxes and fees totaling RMB 640,300. In October 2025, the First Tax Investigation Bureau of the Qingdao Municipal Taxation Bureau of the State Taxation Administration, in accordance with relevant laws and regulations such as the “Law of the People’s Republic of China on the Administration of Tax Collection,” ordered the gas station to recover the unpaid taxes and fees, impose late payment surcharges, and impose an administrative fine, for a total of RMB 1,212,500. At present, the taxes and fees involved in the case, the late payment surcharges, and the fine have all been recovered and remitted.

Previously, the Second Tax Investigation Bureau of the Qingdao Municipal Taxation Bureau of the State Taxation Administration conducted precise analysis of leads and clues, conducted in-depth investigation and evidence collection, and依法 handled a tax evasion case involving Qingdao Xin’an Shun Gas Station Co., Ltd., in which it concealed sales income.

Upon investigation, from January 2023 to December 2024, the gas station collected fuel payment amounts through third-party payment platforms and other means, concealed sales income, made false tax declarations, and underpaid taxes and fees including VAT totaling RMB 808,300. In December 2025, the Second Tax Investigation Bureau of the Qingdao Municipal Taxation Bureau of the State Taxation Administration, in accordance with relevant laws and regulations such as the “Law of the People’s Republic of China on the Administration of Tax Collection,” issued a penalty decision against the gas station for recovering the taxes and fees, adding late payment surcharges, and imposing a fine totaling RMB 1,588,700. At present, the taxes and fees involved in the case, the late payment surcharges, and the fine have all been recovered and remitted.
