Haidian's 5 incubators selected for the first batch of national excellence level

中新网 Beijing News March 31— As a parallel forum to the 2026 Zhongguancun Forum annual meeting, the Global Benchmark Incubators Forum recently presented honorary commemorative certificates to five Beijing-based incubators that were listed among the first batch of “Excellence-level Incubators” publicized by the Ministry of Industry and Information Technology (MIIT).

Excellence-level incubators are high-caliber incubators aligned with international advanced standards, playing a role in demonstration and leadership. Fourteen incubators nationwide were included in the first batch of the MIIT publicized list of excellence-level incubators. Among the five Beijing incubators on the list, all are located in Haidian District: Beihang Tianhui, the CASC/CCS?—Zhongke Chuangxing Hard-Tech Incubator, the Ziyou Artificial Intelligence and Robotics Incubator, Chao Sheng, and Qijichuangtan. They have performed outstandingly in areas such as achievement transformation and enterprise cultivation.

According to information, Haidian District’s top standing in this MIIT publicized list of excellence-level incubators comes from the “innovation ecological rainforest” it has cultivated over more than 30 years. As of now, Haidian District has a total of 191 incubators of various types, including 5 excellence-level incubators publicized by the MIIT, 9 standardized-level incubators, and 12 Beijing benchmark incubators; the number of incubators at the national and municipal levels is ranked first across the city, and the total incubation area is nearly 2 million square meters.

Wang Yuxia, head of the service system division of the Zhongguancun Science City Administration Committee, said that Haidian District will take incubator development as a key measure to cultivate new quality productive forces and promote the transformation of scientific and technological achievements. It has rolled out, one after another, the “Several Measures to Support the Development of Innovation and Entrepreneurship Service Platforms,” as well as special support policies for high-quality incubators, providing comprehensive resource guarantees for incubator development. It also guides incubators to develop toward professionalization, refinement, and distinctiveness—from precise supply of innovation factors, to deep integration of industry-university-research-application, and then to efficient pooling of talent, capital, and technology—so as to create a favorable development environment for incubators.

In the next step, Haidian District will further optimize its science and technology enterprise incubation system, continuously improve the policy framework, and guide diversified incubation carriers to focus on “activating from the source, pursuing deep cultivation vertically, and empowering through the ecosystem,” building a high-concentration incubation and cultivation ecosystem covering the full life cycle of technology-based enterprises. This will inject core momentum into building a world-leading science and technology park and help create a city with the highest investment value. (End)
