Bank of China President Zhang Hui: By 2026, develop towards innovation, excellence, positivity, strength, stability, and intelligence
March 30 financial frontline news: Today, Bank of China held its 2025 annual performance results briefing.
The bank’s president, Zhang Hui, said that in 2025, amid complex and ever-changing conditions both inside and outside the bank, Bank of China pressed forward under pressure and made steady progress, successfully bringing the 14th Five-Year Plan to a complete and successful close. It can be said that it delivered an exceptionally impressive performance record, laying a solid foundation for high-quality development during the 15th Five-Year Plan.
Looking ahead to the 15th Five-Year Plan, Zhang Hui introduced that, from the perspective of overall strategic goals, Bank of China will anchor itself to the strategic deployment for building a financial power. With the goal of building a strong financial institution, it will continue to play the role of a hands-on implementer in carrying out the decisions and plans of the CPC Central Committee; be the main force in serving the real economy; be the vanguard in serving high-level opening-up to the outside world; act decisively to build up and strengthen state-owned large financial institutions; serve as the ballast for maintaining financial stability; and, while serving high-quality economic and social development, it will drive its own high-quality development.
Zhang Hui pointed out that this strategic positioning and goal are the solemn commitments made by the CPC committee of Bank of China in mid-2024. They have also strongly guided and promoted the realization of the bank-wide business objectives under the 14th Five-Year Plan. During the 15th Five-Year Plan, it will still adhere to a single blueprint drawn through to completion, and will continue to implement this strategic goal and positioning.
Zhang Hui further said that, from the perspective of practical experience in business management, during the 15th Five-Year Plan, Bank of China will focus on its principal responsibilities and core businesses, strengthen its business advantages, and, with greater efforts, prevent and control risks, deepen reform, and promote high-quality development. The specific focal points and thinking for business management can be summarized as six capability-building initiatives and two transformation efforts.
Zhang Hui provided a detailed explanation of the six capability-building initiatives and the two transformation efforts:
“Six capability-building initiatives” refers to: first, building strong capabilities to serve the real economy; second, building strong capabilities for global layout and international competitiveness; third, building strong capabilities for comprehensive customer service; fourth, building strong capabilities to withstand risks; fifth, building strong capabilities for integrated operations; and sixth, building a strong team of financial talent.
“Two transformation efforts” mainly include accelerating the digital transformation and accelerating the transformation toward sustainable business development.
Regarding the development objectives for 2026, Zhang Hui summarized them as moving toward the new, toward the better, toward the good, toward the strong, toward stability, and toward intelligence—that is: first, move toward the new development, serving the overall national agenda and increasing support for the development of new quality productive forces. Second, move toward the better development, consolidating advantageous characteristics and providing comprehensive services for high-level opening-up to the outside world. Third, move toward the good development, adhering to value creation and effectively addressing challenges in a low interest rate environment.
Fourth, move toward the strong development, focusing on strengthening the foundation and improving basic capabilities, and enhancing the quality and effectiveness of products and services for key businesses. Fifth, move toward stable development, building a solid risk defense line, better coordinating development and security, and effectively responding to risk challenges both inside and outside. Sixth, move toward intelligence development, strengthening digital empowerment and accelerating efforts to improve the efficiency of technology operations.
