I’ve set up two accounts like that. Once you have a foreign Apple ID, you can download VPN apps like ExpressVPN or Shadowrocket. ExpressVPN is relatively easy to use; after payment, one account can be used on two devices. For Android, it’s more complicated—you usually have to find someone else’s link to download, and if you're lucky, you can use it for a few hours for free.
