Recently, the Hainan Provincial Department of Industry and Information Technology released the public announcement of the selection results for the second batch (2025-2026) of demonstration application projects for fuel cell vehicles and other technologies in Hainan Province.
According to the announcement, the selected enterprises are Hainan Haima Automobile Co., Ltd., Hainan Remote New Energy Commercial Vehicle Co., Ltd., Rongcheng New Energy (Hainan) Hydrogen Technology Co., Ltd., and Hydrogen Sea Energy (Hainan) Group Co., Ltd.
According to the notice issued on December 18, 2025, regarding the application for the second batch (2025-2026) of demonstration application projects for fuel cell vehicles in Hainan Province, this batch of rewards establishes two support directions: “Vehicle Promotion” and “Energy Supplement Infrastructure Guarantee.” The applicant units must apply for both directions in the form of a consortium, with a maximum reward amount of 20 million yuan for a single project, and the total number of supported projects shall not exceed four.
Vehicle categories and requirements:
The vehicle categories include four types: fuel cell vehicles, fuel cell forklifts, methanol range-extended vehicles, and intelligent connected new energy vehicles.
Fuel cell vehicles: The vehicles deployed in the project should be products listed in the Ministry of Industry and Information Technology’s “Announcement of Production Enterprises and Products of Road Motor Vehicles,” with a fuel cell system power of no less than 80 kW. At the same time, the vehicle information, real-time monitoring data, etc., must be connected to the Hainan Provincial New Energy Vehicle Supervision Platform. The vehicles must be new cars purchased and registered in Hainan Province, used for operation, and must not have undergone a transfer before the reward funds are disbursed (i.e., no vehicle transfer registration procedures have been completed). The invoice date of the motor vehicle sales unified invoice and the registration date of the motor vehicle driving permit must both be within the demonstration period.
Fuel cell forklifts: The fuel cell system power of the forklifts deployed in the project must be no less than 10 kW, and the new forklifts must be purchased in Hainan Province, with the sales invoice date within the demonstration period, and the special equipment use registration must be processed with the local market supervision department to obtain the “Use Registration Certificate.”
Methanol range-extended vehicles: The vehicles deployed in the project should be products listed in the Ministry of Industry and Information Technology’s “Announcement of Production Enterprises and Products of Road Motor Vehicles,” and must connect vehicle information, real-time monitoring data, etc., to the Hainan Provincial New Energy Vehicle Supervision Platform. The vehicles must be new cars purchased and registered in Hainan Province, used for operation, and must not have undergone a transfer before the reward funds are disbursed (i.e., no vehicle transfer registration procedures have been completed). The invoice date of the motor vehicle sales unified invoice and the registration date of the motor vehicle driving permit must both be within the demonstration period.
Intelligent connected new energy vehicles: Support is provided for the demonstration application of intelligent connected new energy heavy-duty trucks in closed scenarios for cargo transportation, such as ports and mines, exploring commercially sustainable models. Vehicles must possess driving automation functions of level 3 or above as specified in the “Automotive Driving Automation Levels (GB/T 40429-2021)” standard, obtain the corresponding road testing permit according to the Hainan Province intelligent vehicle road testing and demonstration application management measures, and connect to the designated monitoring platform. The vehicles must be new cars purchased in Hainan Province, with the sales invoice date within the demonstration period.
Application scenarios and related demonstration requirements:
Demonstration projects for fuel cell vehicles and methanol vehicles can choose to implement a single application scenario. If two or more application scenarios are chosen, the total number of vehicles deployed must meet the highest single vehicle quantity requirement among the involved scenarios. For example, the combined demonstration project of fuel cell vehicles that includes heavy-duty trucks and light to medium-duty trucks must deploy a total of no less than 35 vehicles.
Encouragement is given for demonstration projects of fuel cell forklifts and intelligent connected vehicles to jointly apply with demonstration projects of fuel cell vehicles or methanol vehicles.
The application scenarios, scale requirements, acceptance requirements, and infrastructure construction conditions for different types of vehicles are shown in the table below.
Reward support methods:
To accelerate the establishment of demonstration application scenarios for fuel cell vehicles and methanol vehicles, rewards will be given for “vehicle promotion” and “energy supplement infrastructure guarantee” based on the operational status of vehicles deployed in a single demonstration application project and the infrastructure construction it drives.
(1) Vehicle promotion rewards:
The total amount of vehicle promotion rewards for fuel cell vehicles and methanol range-extended vehicles shall not exceed 12 million yuan; the total amount of vehicle promotion rewards for fuel cell forklifts shall not exceed 2 million yuan; the total amount of vehicle promotion rewards for intelligent connected new energy vehicles shall not exceed 5 million yuan.
The reward standards for different categories of vehicles are shown in the table below:
Note: The vehicles deployed in the project cannot repeatedly enjoy other related subsidies in the “Several Measures to Encourage the Promotion and Application of New Energy Vehicles in Hainan Province 2023-2025.”
(2) Energy supplement infrastructure guarantee:
Hydrogen station construction subsidy. For hydrogen stations newly built and put into operation during the demonstration period (including skid-mounted stations), a construction subsidy of 30% of the actual investment (excluding land costs) will be granted, with a maximum subsidy amount of 3 million yuan per station. For already built stations that obtain operating permits during the demonstration period for external operations, a construction subsidy of 15% of the actual investment (excluding land costs) will be granted, with a maximum subsidy amount of 1.5 million yuan per station.
Hydrogen station operation subsidy. For participating consortiums with a hydrogen price not exceeding 35 yuan/kg, hydrogen station operation rewards will be granted based on the hydrogen transportation distance and actual refueling volume. For stations with hydrogen transportation distances not exceeding 100 kilometers, a subsidy of 15 yuan/kg will be granted; for stations with hydrogen transportation distances exceeding 100 kilometers, a reward of 25 yuan/kg will be granted; for hydrogen production and refueling integrated stations, a reward of 15 yuan/kg will be granted. Subsidies will be calculated based on the cumulative hydrogen volume that meets the price requirements from October 1, 2025, to the date of submission for acceptance.
Methanol refueling station construction subsidy. For methanol refueling stations newly built and put into operation during the demonstration period, a subsidy of 30% of the actual investment (excluding land costs) will be granted, with a maximum subsidy amount of 300,000 yuan per station.
