Guangdong Makes a Big Move!
According to the latest news, the General Office of the CPC Guangdong Provincial Committee and the Guangdong Provincial Government issued the “Guangdong Province Action Plan for Promoting the Coordinated Development of Manufacturing and Service Industries by 2026” (hereinafter referred to as the “Action Plan”). It proposes to deepen major technological projects such as “Guangdong Strong Chips,” “Brilliant Action,” and core software breakthroughs, to address technical shortfalls in industrial basic software, core electronic components, and supporting electronic materials.
In emerging industries, the “Action Plan” clearly states that it will implement industrial innovation projects targeting new-generation electronic information, intelligent connected vehicles, intelligent robots, integrated circuits, new energy, new materials, aerospace, biomedicine, and other emerging sectors. It will promote integrated development of innovation infrastructure, technological research and development, and product upgrades, accelerating the construction of platforms for R&D design, pilot testing, and supply chain services. By 2026, the goal is to build over 200 smart factories and intelligent body factories.
Latest Release from Guangdong
On March 26, the General Office of the CPC Guangdong Provincial Committee and the Guangdong Provincial Government recently issued the “Guangdong Province Action Plan for Promoting the Coordinated Development of Manufacturing and Service Industries by 2026,” which presents 21 specific policies across six areas to promote the service-oriented transformation of manufacturing and the manufacturing-oriented development of services, fostering deeper integration and collaboration across more elements, broader fields, and higher levels.
Regarding empowering manufacturing through service industry initiatives, the “Action Plan” emphasizes strengthening technological innovation leadership. It focuses on tackling key core technologies based on manufacturing needs, accelerating reforms for the “first use before transfer” of technological achievements, launching “first use before transfer” service platforms, and hosting a series of technology achievement matchmaking events to promote transfer and commercialization. It aims to create concept verification centers and pilot testing platforms in key areas such as AI, smart robots, integrated circuits, industrial mother machines, high-end instruments, basic software, advanced materials, biomanufacturing, and biomedicine. It will also continue to advance major projects like “Guangdong Strong Chips,” “Brilliant Action,” and core software breakthroughs, to fill gaps in industrial basic software, core electronic components, and supporting electronic materials. The target is to add 60 provincial-level or above enterprise technology centers, recommend and cultivate at least 30 national-level science and technology enterprise incubators, and recruit 1,500 new technical managers by 2026.
The “Action Plan” also specifies efforts to enhance industrial design. It encourages Guangdong Industrial Design City, China–Finland Design Park, and other design clusters to connect with industrial clusters, supports the construction of industrial design public service platforms, accelerates the development of industrial design carriers, and continues to host the “Ever Better” international design competition to attract top global design resources and strengthen the “Guangdong Design” brand. It will also deepen industrial design empowerment activities through 10 design supply-demand matching events.
Furthermore, the plan emphasizes strengthening financial support. It guides financial institutions to utilize policies for technological innovation and re-lending for technological upgrades, increasing credit support for innovation-driven sectors. It encourages banks to develop specialized tech branches and financial products such as quality financing guarantees, intellectual property pledges, equity pledges, and accounts receivable financing. It promotes insurance products covering R&D, production, and operation phases of manufacturing enterprises. It supports leasing of large machinery like industrial mother machines and first-of-its-kind equipment, explores new leasing sectors such as low-altitude economy and computing power, and supports regions to create clustered leasing service zones. It leverages national and provincial industry investment funds to target high-quality development in advanced manufacturing, focusing on early, small, future-oriented, and hard-tech investments. It also supports eligible manufacturing-service integrated companies in listing, bond issuance, and mergers and acquisitions. The goal is to see growth in science and technology loans exceeding the average loan growth rate by 2026.
Focusing on Emerging Industries like Intelligent Connected Vehicles, Robots, and Integrated Circuits
In advancing high-end, intelligent, green transformation of manufacturing, the “Action Plan” emphasizes strengthening high-end manufacturing development. It targets emerging industries such as new electronic information, intelligent connected vehicles, intelligent robots, integrated circuits, new energy, new materials, aerospace, and biomedicine, implementing industrial innovation projects that promote integrated development of innovation infrastructure, technological R&D, and product upgrades. It accelerates the building of R&D design, pilot testing, and supply chain platforms. It aims to focus on future industries like quantum technology, embodied intelligence, sixth-generation mobile communication, cell and gene therapy, brain science and brain-machine interfaces, hydrogen energy, advanced nuclear energy, and deep-sea exploration, strengthening frontier and disruptive technology innovation.
In implementing application scenario innovation, the “Action Plan” calls for creating diverse digital intelligence-enabled scenarios. It will carry out the “AI + Manufacturing” initiative and establish the Guangdong-Hong Kong-Macao Greater Bay Area application scenario innovation center. Leveraging smart manufacturing equipment and industrial software, it will integrate digital twin, edge computing, virtual simulation, and other technologies to develop industrial intelligent agents with perception, decision-making, and execution capabilities. It will focus on key sectors such as electronics, smart home appliances, intelligent connected vehicles, and robotics, cultivating large-scale vertical models for industrial applications. It will build leading digital parks, promote the large-scale application of advanced computing centers and industrial internet infrastructure within parks, and improve park operation efficiency. The goal is to have over 200 smart factories and intelligent body factories by 2026.
The plan also emphasizes cultivating cross-sector innovation scenarios. It will promote integration of marine engineering equipment with marine ranching, marine new energy, and marine tourism, creating "Marine Engineering +” innovative application scenarios. It will host AI and robotics application scenario innovation conferences, explore human-machine collaboration and community-based home service models, promote service robot technology upgrades, and pilot smart elderly care robot applications. It will implement the “AI + Car” strategy to expand connected vehicle services and other new scenarios. It encourages deep integration of textiles, furniture, toys, and other light industries with cultural and creative sectors, enhancing branding and marketing, and creating cultural IP. It will also deepen AIoT technology applications, improve connectivity standards, and promote whole-house smart home solutions.
