Qingdao’s First OPC Startup Guarantee Loan Issued

March 24 — On the afternoon of the 24th, the ceremony for the first OPC startup guarantee loan in the city was held at Qingdao Entrepreneurship Empowerment Center, No. 15 Shandong Road. Qingdao Rural Commercial Bank Nanjing Road Branch officially signed a startup guarantee loan contract with OPC entrepreneur Sun Yupeng, with a loan amount of 190,000 yuan. Qingdao Weicai Entrepreneurship Guidance Service Center also signed a entrusted guarantee contract and counter-guarantee mortgage/guarantee contract with the borrower, marking a key step forward in Shinan District’s efforts to promote financial empowerment of OPC startups.

Against the backdrop of Qingdao’s efforts to build a leading demonstration city for OPC in northern China and seize the strategic opportunity of the “Artificial Intelligence+” initiative, Shinan District has joined forces with Qingdao Rural Commercial Bank, Qingdao Weicai Entrepreneurship Guidance Service Center, and other parties to establish an efficient government-bank-enterprise matchmaking platform, actively connecting and supporting OPC entrepreneurs. In accordance with the city’s startup guarantee loan policy, Shinan District continues to optimize approval processes, reducing the time for loan application, qualification review, and fund disbursement to the shortest possible. Meanwhile, by linking loan interest rates to the LPR, offering flexible repayment options such as “monthly interest payments with principal due at maturity” and “monthly interest payments with irregular principal repayment,” the district provides precise financial support for early-stage companies, effectively alleviating startup financing pressures.

“As an entrepreneur in the field of embodied intelligent robots, this loan not only addresses my urgent needs in toolchain investment and content creation but also makes me feel the strong support from Shinan District for the new OPC startup model,” said Sun Yupeng. “Whether it’s policy interpretation, communication, on-site service, or handling procedures, the startup service specialists accompany me throughout, giving me full confidence to develop the OPC track in Qingdao.”

Since the beginning of this year, Shinan District has been vigorously promoting the OPC ecosystem, stimulating industrial vitality through entrepreneurial dynamism, and achieving phased results. As of now, a total of 35 AIGC·OPC market entities have completed business registration in the district.
