Liu Liehong, member of the Party Leadership Group and Director of the National Data Bureau, Wang Yongli, member of the Standing Committee of the Fujian Provincial Party Committee and Vice Governor, Wu Xiande, Deputy Secretary of the Fuzhou Municipal Party Committee and Mayor, along with officials from the Ministry of Industry and Information Technology, introduced the relevant situation of the 9th Digital China Construction Summit and answered questions from reporters.

The first exhibition rate of the 9th Digital China Construction Summit exceeds 65%

Liu Liehong stated that this year’s Digital China Construction Summit will focus more on showcasing achievements, releasing technologies, and fostering an ecosystem. An AI section has been added to the on-site experience area, covering key elements such as computing power, algorithms, data, and industry applications. The Digital Society Special Zone will highlight the application results of digital technology in people’s livelihoods. Nearly 400 companies, including Southern Power Grid and Alibaba, will release the latest technologies and products related to digital transformation, involving chips, large industry models, embodied intelligence, and more. Around 100 typical cases demonstrating the integration of data elements in agriculture, industry, manufacturing, healthcare, and cultural tourism will be showcased, with an exhibition rate exceeding 65%.

Accelerating the establishment of a unified national data property rights registration system

Liu Liehong said that this year marks the beginning of the 14th Five-Year Plan and is also the year for the value release of data elements. Next, the National Data Bureau will accelerate the establishment of a unified national data property rights registration system, promptly issue policy documents for building a nationwide integrated data market, and promote the construction of data infrastructure and foundational systems. This aims to solve the “impossible triangle” of data security, compliance, and efficient circulation, providing strong support for the value realization of data elements.

Liu Liehong emphasized that the National Data Bureau attaches great importance to empowering AI innovation through data elements. They propose that “where AI develops, high-quality datasets should be built.” To address the issues of small and scattered high-quality data systems, 26 departments collaborated to select 104 typical cases, creating an ecosystem of high-quality data set construction driven by chain leaders, multi-party participation, joint efforts, shared resources, and win-win cooperation. This has continuously promoted the development of high-quality datasets. Thanks to joint efforts, significant progress has been made, with over 100,000 high-quality datasets built nationwide by the end of 2025. The increase in daily token calls fully demonstrates that China’s AI development has entered a rapid growth phase.
