To accelerate the transformation of scientific and technological achievements into new productive forces, Beijing is actively establishing the Zhongguancun International Technology Exchange Center (hereinafter referred to as the Trading Center), aiming to create a hub for matching technological elements and demands that is based in Beijing, radiates nationwide, and faces the global market. On March 16, the Zhongguancun International Technology Exchange Center officially launched operations.

The Trading Center is developed under the guidance of the Beijing Municipal Party Committee and Municipal Government, jointly built by the Beijing Municipal Science and Technology Commission, Zhongguancun Administrative Committee, Haidian District Government, and Zhongguancun Development Group. It is a key measure for Beijing to promote high-quality development, deepen the integration of technological innovation and industrial innovation, and is an important support for building Beijing (Beijing-Tianjin-Hebei) into an international science and technology innovation center. It plays a vital role in speeding up the transformation of scientific and technological achievements, empowering the innovation ecosystem, and cultivating new productive forces.

At the opening event of the Trading Center, the “Five Parties Six Forces · Haizhi Hui” Innovation Ecosystem Conference on achievement transformation was held simultaneously. Wei Wei, Director of the Science and Technology Department of the Ministry of Industry and Information Technology, and Shu Bilei, Deputy Secretary-General of the Municipal Government, attended and delivered speeches. Nearly 300 representatives from relevant departments such as the State-owned Assets Supervision and Administration Commission of Beijing, China Technology Exchange, Shanghai Technology Exchange, Shenzhen Stock Exchange Science and Technology Achievements and Intellectual Property Exchange Center, as well as universities, leading enterprises, industry associations, financial institutions, platforms, and service organizations participated.

Wei Wei pointed out that the Ministry of Industry and Information Technology always adheres to the innovation-driven development strategy, viewing the construction of the technology market as an important means to promote deep integration of technological and industrial innovation. The focus is on optimizing the technological service ecosystem, improving the technology transfer system, and advancing reforms of the technology market mechanism. Zhongguancun is a major source of independent innovation and original innovation in China. Building the Zhongguancun International Technology Exchange Center is an important measure to implement national strategies and serve the development of the capital. He hopes that this opening will serve as an opportunity to promote the center into a globally influential technology trading hub, an accelerator for technological achievement transformation, and a strong magnet for the innovation ecosystem.

Shu Bilei emphasized that technological innovation is a key driver of high-quality development, and technology trading is a crucial hub and bridge connecting the innovation chain, industrial chain, capital chain, and talent chain. He hopes the Zhongguancun International Technology Exchange Center will focus on circulating technological elements and precisely matching innovation resources, based in Beijing, radiating nationwide, and facing the global market. It will integrate functions such as achievement display, technology trading, demand-supply matching, and support services, creating a channel for linking research institutions, universities, enterprises, capital markets, and professional service organizations. The goal is to truly realize “platform for innovation, channels for transformation, and support for development,” fostering a new pattern of “global buyers and global sellers” for scientific and technological achievements.

At the event, Li Youping, Xu Xinchao, Yang Pu, and Li Yan jointly pressed the start button, marking the official operation of the Zhongguancun International Technology Exchange Center.

Taking advantage of the opening of the Zhongguancun International Technology Exchange Center, Tang Chao, Deputy Director of the Zhongguancun Science City Administrative Committee and Vice District Mayor of Haidian, officially released the “Several Measures to Further Improve the ‘Five Parties Six Forces’ Mechanism to Promote the Transformation of Scientific and Technological Achievements in Haidian District.” The Haidian District “Five Parties Six Forces” collaborative mechanism for promoting technological achievement transformation is a systematic innovation initiative launched by Haidian. Through organized systematic efforts, it consolidates dispersed elements into a concerted force, solving deep-rooted problems in the transformation of scientific and technological achievements.

The “Measures” focus on the collaboration among the “Five Parties”—Zhongguancun Science City, universities and research institutes, investment funds, incubation carriers, and science parks—and the resonance of the “Six Forces”—organizational strength, innovation capacity, value creation, cultivation ability, carrying capacity, and market power. It systematically proposes 18 measures across six areas. The measures focus on four key stages: “transfer out, connect well, land successfully, and use effectively,” emphasizing comprehensive coverage from innovation sources, high-level platform construction, to full-chain support, forming a fast lane for scientific and technological achievement transformation. Specifically, to enhance “organizational strength,” a tailored service mechanism for each university or institute will be established, and professional teams for the “Five Parties Six Forces” will be formed to achieve full coverage of innovation sources; to boost “value creation,” efforts will be made to build a financial service system for achievement transformation, leverage the guiding role of science and technology growth funds, and explore precise deployment of “one institute, one fund” to create an early-stage venture capital hub; to strengthen “cultivation capacity,” efforts will be made to improve incubation services and establish high-level achievement transformation platforms such as the National Artificial Intelligence Regional Technology Transfer and Transformation Center.

Experts and scholars in relevant fields are invited to give keynote reports on topics such as accelerating the industrialization of major basic research achievements, fostering disruptive technological innovations to cultivate new productive forces, and building a full-chain empowerment ecosystem for technological transaction and achievement industrialization.
