Vitalik Buterin's Glamsterdam Upgrade Roadmap: Ensuring Transaction Inclusion with FOCIL and Encrypted Mempool

Vitalik Buterin shares key insights in his latest technical article on the future development strategies of Ethereum. According to his analysis, new security measures are needed to incorporate transactions into block creation, which will help ensure network decentralization.

Moving Beyond ePBS: Why an Additional Security Layer Is Needed

The enshrined Proposer-Builder Separation (ePBS) mechanism introduced last year was an important step in reducing staking concentration risks. This system allows proposers to distribute block-building work through permissionless markets. However, Buterin notes that block building itself can become concentrated in the hands of a few powerful players due to professionalism and maximum extraction value (MEV). Additional processes are required to address this new centralization risk.

FOCIL Mechanism: A New Way to Include Transactions

To tackle this challenge, the Ethereum development team plans to implement Forward Obligatory Commitment to Inclusion Lists (FOCIL) as part of the Glamsterdam upgrade in the first half of 2026. Under this innovative system, 16 verifiers will be randomly selected, and it will be mandatory to include specific transactions in the block. If a block proposer fails to include these transactions, the block will be rejected. Even if a malicious proposer exists, this mechanism shields the transactions from full censorship. Buterin has also discussed the possibility of expanding this system into a “big FOCIL,” which could secure even more transactions.

Encrypted MemPool and Future Directions

To further reduce information asymmetry and MEV-related risks, Buterin has discussed the potential deployment of cryptographic mempool technology. This technology can maintain transaction privacy while ensuring transparency in the block-building process. In recent months, Buterin has focused on quantum-resistant architecture, improvements to execution layers, and innovations in block construction, creating a coherent roadmap for Ethereum’s long-term protocol evolution.
