Forum | Li Qiang: Protectionism is Not a Panacea for Solving Problems, Opposes Irrational Malicious Competition
Premier Li Qiang of the State Council attended the opening of the 2026 Annual Meeting of the China Development Forum in Beijing and delivered a keynote speech, stating that protectionism is not a magic solution to problems. Instead, we should adhere to openness, expand free trade, actively promote innovation, and unwaveringly advance high-level opening-up. We should import more high-quality foreign goods, promote balanced trade development, and work together to expand the global economic and trade pie.

Li Qiang also pointed out that development inevitably involves competition, but healthy competition and cooperation can bring mutual benefits and win-win outcomes. China’s competitive advantages in related industries do not come from subsidies and protection but from persistent deepening of reforms and advancing innovation-driven development. The most important factor is the diligence and effort of the Chinese people and Chinese enterprises. We oppose disorderly and irrational vicious competition, but under market economy conditions, healthy competition can stimulate greater development momentum. China will continue to work to maintain fair competition in the market and is willing to strengthen communication and cooperation with all parties to promote stability and security in the global supply chain.
Being the “Anchor of Certainty” and the “Harbor of Stability” for the World
Additionally, Li Qiang pointed out that China is committed to being the world’s “anchor of certainty” and “harbor of stability.” The “14th Five-Year Plan” outline is not only a “new blueprint” for domestic development but also a “new opportunity” for global development. China will focus on promoting high-quality development, strive to maintain stable economic growth, and create a favorable business environment. We will fully implement the national treatment for foreign-invested enterprises, ensuring that companies from all countries can develop with confidence and achieve great success in China.
