Shanghai Stock Exchange Hosts "Three Open Doors" Law Firm Specialist Briefing and Business Training Session – Briefing on Regulatory Policies Addresses Market Concerns
Recently, the Shanghai Stock Exchange held a special presentation and training session for law firms on the “Three Open Doors” policy. This is the largest specialized training session for law firms since the establishment of the STAR Market, and it is a practical measure to lay the foundation for a strong start in the “14th Five-Year Plan.” More than 150 partners and key personnel from law firms participated, covering the main law firms currently providing securities services in the Shanghai market.
This training focused on the highly demanded “Three Open Doors” policy, aiming to effectively increase offline engagement, help key regulatory service targets understand current policy directions, institutional rules, and communication channels, and promote the deep integration of the “Open Doors” concept and practice into the market-oriented ecosystem.
The training closely followed the requirements of the new “National Nine Rules” to further strengthen the “gatekeeper” responsibilities of intermediary agencies. Combining the Shanghai Stock Exchange’s recent work practices, it covered areas such as stock review, corporate supervision, and bond review. Through rule interpretation, data analysis, and case studies, it systematically explained the progress of the “Open Doors” work and regulatory policies. In response to common concerns raised by law firms during previous consultations, relevant departments also provided clarifications during this training.
Participants expressed that this face-to-face training and communication allowed them to gain a more comprehensive understanding of the policies, rules, and communication channels related to the SSE’s various businesses. They especially felt a deeper understanding of the recent reforms and regulatory logic in the capital market, which strengthened their confidence in fulfilling their roles as “gatekeepers” and intermediaries in the capital market.
The “Three Open Doors” is an important initiative by the Shanghai Stock Exchange to effectively change work styles, improve service efficiency, and optimize the business environment. Moving forward, the SSE will continue to focus on building a well-coordinated capital market that balances investment and financing functions, and will make greater efforts to channel resources into new productive fields. It will work collaboratively with all market participants to enhance coordination and synergy, creating a favorable environment for high-quality development.
