"Supervisory Shirking" Inertia Hinders Innovation and Development

High-quality development is the main theme of the “14th Five-Year Plan” and beyond, and the performance orientation of leading officials directly affects the ultimate results of high-quality development.

Currently, under the comprehensive strengthening of audit supervision and disciplinary inspection, the vast majority of officials perform their duties according to regulations and take responsibility. However, some localities have shown a tendency to use supervision as an excuse and compliance as a cover, essentially “lying flat.” When facing tough tasks in reform, innovation, development, and entrepreneurial investment, some officials are unprofessional, irresponsible, and inactive. They treat “not violating regulations” as a shield for inaction, and distort “risk prevention” into a safe haven for “no development.” This fundamentally reflects a twisted view of performance, weak sense of responsibility, and insufficient professional ability, ultimately leading to a quagmire of mediocrity, laziness, and neglect in governance.
