Medical Security Business Development Statistics Bulletin Released; Last Year's Medical Insurance Fund Expenditure Exceeded 30 Billion Yuan

Beijing, March 17 — (Reporter Sun Xiuyan) The National Healthcare Security Administration released the “2025 Medical Security Development Statistics Brief” on March 16, showing that by 2025, the total revenue of China’s basic medical insurance fund will reach 3.5873 trillion yuan, with total expenditures of 3.009 trillion yuan, representing increases of 2.7% and 0.8%, respectively, reversing the previous trend of revenue and expenditure growth rates. This is also the first time that the expenditure of the medical insurance fund has exceeded 3 trillion yuan.

The overall insured population remains stable. By the end of 2025, the number of people covered by basic medical insurance reached 1.33 billion, an increase of 4.06 million year-on-year, with the insurance participation rate remaining at 95%. The number of employed persons insured exceeded 388 million, an increase of 9.08 million year-on-year, with a more optimized insurance structure.

Convenient direct settlement for cross-region medical treatment improves people’s lives and work. In 2025, the number of inpatient expenses directly settled across provinces nationwide reached 15.823 million, with fund payments of 162.005 billion yuan, a 10.38% year-on-year increase in settlement cases and a 2.1% increase in fund payments; outpatient expenses directly settled across provinces reached 292 million cases, with fund payments of 45.501 billion yuan, a 30.17% year-on-year increase in settlement cases and a 26.21% increase in fund payments.
